Good point...but it would have made sense to set the school near Lake Chad...or lease an army base from a suitable African country...or sign an agreement with a desert African country with a shoreline...eg Mauritania, Namibia, even South Africa...to help with training.

We have Boko HARAM /ISWAP operating in the Lake Chad region...so a well function navy may be helpful there as an adjunct to the Army( as part of the overall joint task force with Chad, Niger, and Cameroon.)

Then Nigerian troops still get involved in peacekeeping ops...and many African countries are desert countries with a shoreline...eg Somalia, Libya, even the Western Sahara region. At the end of the day, our Navy needs experience in landing and operating on desert shorelines..so to speak.

Also, navies don't only repel...they may be required to attack. (Only the Japanese navy is technically meant to repel...not to attack...which is why it is called the Japanese maritime self defense force.)

p.s Also, situations change. African countries have attacked other African countries before. Tanzania in the 1970's thought that Uganda would never attack them...till they did.

There is a difference between Navy Seals fighting in the desert and setting up a training institute in the desert.
