So you want to know how to regulate people freedom of speech while you failed to regulate cow movement. What is your reason for supporting cows roaming around in 2021, yet you like want to regulate internet? In developed and developing nations cows do not roam around, they are regulated.
FITST regulate Cows movement before regulating social media.
