Reference: 1 Samuel 8

Before this time in reference, God had given the Israelites, leaders in form of prophets that had been leading them, right from the time of Moses- Joshua - Esther- Ruth and lots of others.

These leaders had the ability to hear from God, spend time with God, receive visits from angels who carried messages from God to them for the nation.

These leaders did not just have administrative powers but also had spiritual powers, they led the people physically and also performed spiritual miracles. They combined both the duties of pastors(men of God0 and political office duties.

It was so much that, a lot of times when they go the holy of the holiness, where sometimes they commune with God for weeks, months, they has no successors that overlooked the affairs of the nation, like what happened when Moses went the first time to Mount Sanai to receive the ten commandments which was written in the finger of God, but Moses broke it because on his return the people had already gone astray and were already worshiping idols because there was no presence of a leader.
