Buhari is the person who said he doesn't know what subsidy is.
He is the minister of Petroleum.
His ministry said they're are removing fuel subsidy (announced several times).
After removal of subsidy, the prices shoot up. It might even reach 1000 naira per liter depending on dollar.

Increased spending on subsides keeps fuel prices at N162, but due to low oil prices, is eating into the revenue that the governors get from Abuja.

The alternative the governors have is to tax everyone...from the farmer, to the herdsman, to the street hawker, to the agbero, to the beggar, to the salaried worker..at very high rates.
