Secondly - Applying for spouse, which is better with study permit (Swop or visiting visa)

As far as it is a GRADUATE CERTIFICATE program the university is offering, the university is a DLI and offers PGWP, you are good to go.

Be careful not to apply for an ORDINARY CERTIFICATE PROGRAM , ordinary certificate program is just like an ORDINARY DIPLOMA.
