Nigeria is perceived to operate a Federal system of government. Surprisingly, the country is caught in the web of a unitary system of government. The unitary system of government places high emphasis on the central government unlike the federal that delegates power to the regions. Nigeria that is considered a Federal state seems to emphasize the central government. Recently, there has been friction between the Federal and State governments. Issues such as state VAT and Stamp duty have dominated media coverage. In a report in the Premium Times, the 36 states of Nigeria have ordered the Federal government to refund over N176 billion collected as stamp duties from their respective states from 2015-2020.
