I don't believe the video.
His facial expression in the last frame of the video, just before he stopped the recording, somehow doesn't match with the emotional act portrayed in the first few seconds of the video.
The last frame expression suggest the whole act was mere propaganda and it suggest fulfilment in a falsified claim after recording.

This is nonsense can't he just tell an elder to collect the money for him, as long as he has the ticket as proof they would give him the money
