Tax is for funding government expenditures.
On another hand, government is a system of order for a nation, state, or another political unit. A government is responsible for creating and enforcing the rules of a society, defense, foreign affairs, the economy, and public services.
Let me try and explain government further before making my points. Imagine if the road from Lagos to Port Harcourt was under two different government of, let's say two provincial authorities. A Lagos government and a Port Harcourt government. There will be chaos when each govt attempt toll their own portion of the road differently. But with a central governnent, both sides can pay taxes to and allow a single set of rule to govern the use of the road. That is one key illustration of what government does. They help manage what different groups of people share in common.
Now going back to Osinbajo's request for Pentecostal tax from preachers. What preachers earn is primarily donated or willing contributed by followers who have been taxed by the govt. Any attempt at taxing preachers again on same monies will be double taxation. It will mean the govt is saying contribution of money into a pool before spending it is a form of earning. That isn't true and therefore Osinbajo was wrong.

The first is income taxes (personal income tax)& corporation tax for company owners.
The second, he noted, is a social tax or philanthropy, which is the obligation of the wealthy to give back to society.
And the Third tax is a civic tax; the obligation of the successful to write their stories, to share the histories of the phenomena they have become."
This is the assertion of the VP.

The Op obviously lacks comprehensive skills,the "tax" is not material or money tax,but letting the others know your stories,successes,trials and journey as a Preacher of the gospel.

The Osinbajo's idea of Pentecost Tax is not necessarily monetary but an obligation of constantly sharing the good news of the Gospel of Jesus Christ.

Why is it so difficult for the OP and others to understand from this context what Osinbajo meant by Pentecostal tax.
Some Tax just like the social tax mustn't be pay to the government. It should be an obligation owe to those that has make you.it is also referred to as corporate social responsibity.
My own understanding of paying'Pentecostal tax' by preachers referred to in this context is Tithe. Tithe in a broader perspective can be qualify as a tax for preachers. That is why every full time pastors under the employment of a church is pay a salary with tithe deductible at source.
Tithe like tax, work by percentage of your earning and also meant to be a'give back' to God that has called you.

Pentecostal Tax is a VAT on Consumption of Preachings and REVENUE generated therefrom, by The STATE GOVERNMENT in which The Preaching takes place.
