well,i wont say all are 100% legit.
Even the ones that turned out to be scams are mostly trying
and experimenting to get popularity in various social media upon which they will make their break .
Even Banks do scams.Some of these banks promos are staged managed.I remember buying a Nigerian bank stocks in 2007 at over #30 worth #500,000 only for the price to crash after 1yr to less than #10. So it simply means that they scammed the general public by doing insider abuse tru over pricing their equities.
