Background/ LOTS Charity Foundation Summary LOTS Charity Foundation is a community driven and based organization based in Ajegunle, Lagos. Our core focus area is access to education amongst other critical Sustainable Development Goals such as goals 1,2,3,4,5,6,10,11 and 17. Together, our team has since 2007 been implementing community driven projects in our various focus areas across the city of Lagos. Our primary focus is using a community driven approach to inform and develop intervention projects through a people, public, private partnership with various stakeholders. Program Manager Job Overview/Summary We seek a Program Manager for our Heinrich Böll Stiftung Nigeria funded Community Engagement Project (CEP). This 10 months project starts from the 1st of February 2022 to December 31 2022 with the possibility of an extension based on milestones and project success. This project is built on a pilot project in Ajegunle Ikorodu community, piloted in April to November 2021. That phase worked with the community to prioritize their needs on scalable outputs in the following areas: (1) Water (2) Education (3) Health (4) Waste Management & Sanitation and (5) Safety & Security and (6) education. This project is a spinoff on a research project by the community and the Pro-poor Research Cluster at the University of Lagos to develop a community resilience action plan to solve it basis needs. This new phase of this project will scale on the impacts, engage a range of different types of communities in South Sudan and inform the design of future developmental interventions. The Community Engagement Program Manager will directly implement the project work packages in the design, roll-out and day-to-day management and implementation of community-driven development interventions and analysis. This position will provide leadership and technical expertise on all components of the project design concerning community mobilization and participation, inclusive decision making processes, participatory planning, budgeting and monitoring of basic services as well as civil society development. Overall, Project Management is the bridge between the community and the various stakeholders in achieving the jointly developed and approved project outcomes. Project Manager Key Responsibilities Provide strategic direction and technical leadership to produce required project results and deliverables, and overall management of the operational, financial, and administrative aspects of the project. Lead and manage the development and implementation of a programming model which allows for greater participation of community members across gender and age, and civil society in government, public, private decision-making, results in greater responsiveness to community needs, priorities and demands, and stronger accountability of service providers. Responsible for overseeing the overall quality of the Community Driven Development (CDD) component and ensuring that the implementation strategy reflects best practices. Work with staff and partners to translate project goals and objectives into implementable strategies and plans. Monitor the progress and pace of project implementation, assuring that the full potential of the program is realized through the promotion of high quality work and internal cost control; supervise the work and assess the performance of all long- and short-term advisors, consultants, and staff. Clarify roles, delegate responsibilities appropriately to senior staff, and clearly communicate expectations for staff contribution to project activities. Maintain productive working relationships with our funders, project partners and key counterparts. Remain up to date on good practices and developments in community-driven development in order to ensure program quality and impact. Monthly Project report based on the database maintained by the Project Support Officer Basic Requirements Minimum eight ( 8 ) years of experience in community development, civic engagement and education activities, advocacy, institutional development, relationship management, and civil society consortium institutional capacity building. Minimum five ( 5 ) years of experience supporting local communities and creating collaboration with government agencies for transitional situations in communities. Experience in a slums and informal settlement environment in Nigeria, preferably working in Lagos. Native Yoruba speakers are an added advantage. Experience in civil society and various partnership outreach, relationships, and partnerships in advancing organizational mission and recognizing opportunities for collaboration. University degree in international development and law, political science, civil society, management or other relevant field. Strong leadership, analytical and organizational skills. Demonstrated ability to quickly assess priorities and effectively manage a variety of activities at a time while paying appropriate attention to detail. Excellent interpersonal skills and ability to interact professionally with donors, project stakeholders, in-country collaborators and staff at all levels of the organization. The maximum expected salary for this position based on qualification and experience is 230,000 Naira before tax and health insurance deduction. Project Support Officer Job Overview/Summary This position will primarily provide to the Project Manager on all components of the project design concerning community mobilization and participation, inclusive decision making processes, participatory planning, budgeting and monitoring of basic services as well as civil society development. This position is suitable for a highly organized project administrative officer. Excellent social media management skills and content creation is an added advantage. Project Support Officer Key Responsibilities To proactively develop links with key contacts across stakeholder groups and communities. Lead and facilitate the civic education aspect of the project to develop the basic requirement to boost community led advocacy and interactions with the government. Engaging local services and partners to ensure local awareness and explore partnership opportunities and co-production activities. Provide feedback from the community on a regular basis to the Program Manager. Participate in program evaluations as required. Maintain effective working relationships with all stakeholder groups to ensure effective team service delivery Facilitate effective communication internally, funders and the community stakeholders Maintain accurate and up to date records of funder service delivery in accordance with the standards and requirements of the project Supporting the monitoring and evaluation of the service and using formal and informal feedback to constructively shape and develop the service. Update the project report database on a weekly basis with all contacts including required follow up contact and strategic developments required Maintains community networks that allow for good service delivery and continuity of care for clients Attending all relevant team meetings including district team meetings and community engagement meetings providing engagement updates and contributing to quarterly reports as directed by Project Manager. Supporting communications strategies (e.g. public open events, training and awareness raising sessions, communications materials, newsletter, social media etc.) to promote the service and capture referrals (occasional weekend work may be required to support project activities. Supporting all co-production activities with local residents and stakeholders to support ongoing development of the service Responding to all project related calls and emails Preparing monthly expense report Filling important project related documents (covering and livestream approved events via social media) Meeting scheduling Assisting project manager and officer as required Responsible for developing a social media content management system and actual implementation with support from Support officer and as approved by management Monthly newsletters The maximum expected salary for this position based on qualification and experience is 150,000 Naira before tax and health insurance deduction. Basic Requirements Minimum five ( 5 ) years in project support position with a strong orientation in working with vulnerable communities Be experienced in community engagement and partnership working in a community health environment Experience of building and maintain partnerships from scratch Positive and proactive with the ability to motivate, engage and support partnership delivery Adept in communication; A confident and approachable communicator who adapts the message to fit the needs of the audience and ability to ‘see the bigger picture’ in problem solving for community cohesion. Build strong relationships; Foster trust and co-operation among colleagues, stakeholders, community leaders, commissioners and sub-contractors Quality driven; you naturally seek high standards and actively seek to improve them. Value and remain open to new ideas and perspectives. University degree in international development and law, political science, civil society, management or other relevant field. Strong leadership, analytical and organizational skills. Demonstrated ability to quickly assess priorities and effectively manage a variety of activities at a time while paying appropriate attention to detail.
