they tell the banks they're using the land for farming so that's how they'll pay the banks. They will set up a farm on that land and involve an insurance company and try to ensure the farm works for sometime. After sometime, they claim bird's died in droves or pest affected the crops and collect money from insurance company to pay banks.

This won't fly without an insider involved, bankers have come a long way to be victimized in such schemes imo
