It's propaganda. Russia has so far followed very commendable rules of engagement to reduce civilian casualties. Nothing of such nature entered Ukraine. The Russians are attacking based on a plan to destroy Ukraine unless they agree neutrality and have cut off Ukraine from the sea while send small pockets of soldiers into key cities. Only 30,000 troops are in Ukraine so far with the remaining 160,000 still at the border
They are even using soviet era SU-25 planes to show that Ukraine is not a strong adversary.
