You actually said the right thing. Technology is advancing everyday so the era of using 4GB of RAM 500HDD laptop to develop websites and mobile apps is gone. Most especially for an Android Application developer, Google is always upgrading and adding new features to Android development in Android Studio which will make it automatically consume more RAM. Get 8GB of RAM and 256 SSD at least because anything other than that will make you suffer as a developer.

Laptops is expensive now, I went and priced a HP laptop that my friend bought last year for 130k they told me that the current price is now 200k.
Specs: HP Folio
Ram: 8gb
SSD: 256gb
Dedicated graphics: 1gb
Operating system: Win 10

It's DELL Inspiron laptop precisely.
Battery life:
Heavy usage 3 to 4 hours like connected to internet and making live Tutorials.

Not heavy usage like reading or coding 8 good hours.

130k can't buy this thou. Laptops are very expensive now. Me self I want to buy but no money yet and it is really slowing my learning progress
