US is reluctant because if US get directly involve, the resultant effect will be the beginning of the third world war and nobody wants a third world war especially now. It is an average country . Before the sanction, Russia economy was 11th in the world behimd South Korea. The nuclear arsenal it has is for deterrent. UK, France etc have nuclear weapons too as a deterrent
