This advice will assist a governor to place the people where they should be in his priorities list.

Education, clean water and healthcare are a must for the people angry angry angry angry angry

With those two things, Electricity, good roads (with a brilliant maintenance culture)

Then the govt need to invest in housing for the people too. Don't let investors take over the basic necessities (food, shelter education and healthcare),

I'm sure the govt can have workers pay taxes so as to be able to afford these things, 

All the above are only possible if corruption is completely eliminated,

Provided all the above are available to the people, you just created a perfect environment for investors to come in on other stuffs like telecom etc,
All companies public or private and their staffs must pay taxes failure to do so punishable with jail time,  ring it in their head very well. As long as you working, you must pay taxes!!!

FREE and COMPULSORY education at the Primary and Secondary Schools

Less emphasis on University education. Quality vocational schools should be established. More options

1. Do not STEAL!
2. Abhor CORRUPTION - in every strata of your government. Ensure workers DO the work they are paid to do.
3. Pursue people oriented programs (that will have a positive impact on the lives of ALL the citizens).
4. The above will be the foundation for tackling deep seated issues such as - education, housing, environment etc

Easy wins.

1. Roads. There are key roads in every state that have never been done or have been ignored. Get them done fast.

2. Waste Management. Update the waste management regime in your state. That affects health and will actually set a tone for anything else you will do in your state. Special Focus: Markets, Hospitals, Schools.

3. Automate: Please reduce the paper work and time wasted in the ministries in your state. The lesser the amount of time needed to get things done, the better for your administration.

4. Reduce Recurrent Expenditure: Find ways to shift unproductive ministry staff away from the ministries to smaller parastatals that can be privatised in your Second term.

5. High Density Low Cost Housing near Town Centers: This is highly necessary in most nigerian cities. It will go a long way in solving transport issues among many things. Houses for the poor are better placed near the town center where they work than at the outskirts where the cost of living & commuting would be even higher.

6. Privatise your Radio and TV stations: If you can, you could be the first governor to cross this divide. Have the integrity to give up a valuable tool of propaganda (fingers crossed) and get out of the media business.

7 Identify The No 1 Tourist Destination in your state  and Upgrade it: Create a Private/Public Company charged with marketing and suggesting ways of marketing this major tourist destination/event. It must be tasked with becoming a profit-making venture and failure must be rewarded by disbanding it.

8 Identify the Key industry in your state: be it yams, cassava, spices, gold or sharp sand, Identify the biggest money spinner AND SIT ON IT. The government must organise and make money from it.

9 Identify the Most valuable Piece of Real Estate : Do that. Clear up any pending legal issues involving the state in that area and Develop it to the max. The most valuable varies from state to state. For some states, its the area closest to lagos, aba or ABJ, For some, its the area closest to the biggest company in the state or to the biggest tourist destination. Whichever it is, develop it and sell the estates to people who can buy.

11 If you are a governor from the southwest, anything you can do to diminish the power of NURTW will be appreciated.

meaning u want Lucky Joe to become a widower due to hanging of d first lady, hmmm that may be extreeme.

For me electricity is no. 1 our manufacturing industry as well as thousands of SMEs have been murdered due to govt incompetence in this area

Encourage farming so we can have values to our slaries, Every nigerian should have a farm in order to discourage consumption of ill prepared fastfood and junks which account for cancer and so many other insusceptible killer diseases.

I think this problem is one of chicken and egg thing, which came first or in this case, what should come first, infrastructure or jobs? I have no doubt that jobs should come first along with targeted infrastructures because gainful employment of a large segment of the population will generate more revenue and reduce crime.

The particular state has to find industries that it has a comparative advantage in and modernize that industry, which means that some infrastructure will need to be developed. But the industry has to be one that can provide mass employment to absorb the youths like manufacturing.

The state in question can find the right industry by figuring out what is relatively unique to it due to availability or proximity of resources. It could be natural resources, human capital (like the informal electronics industry in Aba), access to ports, proximity to a megacity (housing), right climate for cash crops etc

The only caveat is that the governor cannot think “small” because a small industry based on 1950s technology cannot compete in today’s market. Also, whatever the industry is, a solution needs to be thought out and implemented for the entire chain to market, whether internal or external market. Again, do not think small as an external market will serve better. One would make more money from an end product than a raw product. The goal will be to manufacture an end product.

With gainful employment of a large segment of the population, crime will drastically reduce and revenue from taxes will increase which should translate to better general infrastructures, as long as the money is not siphoned and/or mismanaged.

There is no easy way to succeed unless one is lucky; it takes hard work and persistence!

Nigerians are inward socialists. They prefer everything to be provided by the government. All the problems listed on this thred are investment opportunities for savvy entrepreneurs. Unfortunately we complain in frustration about it for decades e.g. telecoms until South Africans came to solve this problem and are carting billions back to their country.

Electricity supply, water supply, housing, healthcare, education,waste management, agriculture etc are all investment opportunities that private firms with long-term outlook will reap bountifully from considering that they are basic necessities with inelastic demand. The government only need to chip in with enabling laws and policies.

As far I'm concerned, the only thing our governments should focus on are (1) law and order (2) Enforcement of contracts. Every other things should be private sector / commercially driven albeit subject to regulatory oversight. Experience has taught us over 50 years of independence that the Nigerian state is too inept and corrupt to provide any goods and service well. They should leave it to the private sector.

@kalokalo, totally agree but remember that the government deliberately hampered solution of those problems until licences could be sold at questionable profit and diverted to questionable ends. The situation is the same with the solutions I listed.

* control and stabilization of the price of commodities.
* ecomomic reforms by encouraging the produce of standard local products
* state of emergency on major sectors as power, health, education, road etc
* ensure proactive and productive government/civil service
* implement promises made during campaign

It is only in a reign of peace and cohesive communal habitation through accepted consensus from all ethnic group that make up the state that any sort of development can thrive, once that is achieved you can place a scale of preference on projects that are not only important, but also achievable within the time frame and projects that would not leave the state financially improvised and also projects that would last and stand the taste of time, that is sustainable Development.

That being said, i think Security of lives and properties, Modern and Effective Education, Sound Health care system, Food production and Sustainability, Independent Power Generation and Distribution (privatized).

I don't subscribe to states privatizing all sectors of the economy, especially developing states, as these sectors could be hijacked and its services become exclusive. we must also understand that development is culturally imbibed.
