The government has repeatedly said that they know where the kidnappers and bandits stay.

Incompetence and "the risk of collateral damage" holds the armed forces back.

Not entirely a bad idea, but not a good one either, better to triangulate the locations of these kidnapping on the map and build a heat map as to where these bandits operate frequently, this would give an idea to where their hideouts are, investigate these locations, the locals there, everything. Then set up heavy military presence there, these would push them to a new location as they can't opereate easily anymore now you have an advantage because they would be on the defensive.. keep repeating this process all over each locations.
And for every bandit caught by this, they should be killed in the most gruesome way possible this would shift the fear dynamics in this war to our favour, because the bandits uses fear as a weapon it's time to do the same to them.
