Look, public pools are not for everyone but for those who can abide by the rules. If the rules don't fit you, you are allowed to have yourself a private pool of your own.

1. Wrong! Instead anything meant for everyone is supposed to cater to the basic needs and safety of all. Religious whims are extra demands which can be sorted out by businesses which cater to such whims or by having private pools. Public areas for instance do not cater to the whims and desires of celebrities because such desires are above and beyond that which is considered basic for all.
