Fellow Nairalanders And Anybody Reading This I would Really Appreciate A Good Response To The Above Question About Our Nigerian Police, Because Obviously We All Depend On them At Some Point But With Their Incapability, Selfishness And Illiteracy I dont Think Anybody Would Want To Rest His Case On Them Because They Are Bunch Of Craps, So I Started Thinking, Maybe With Our Comments/Ideas Online Here Some Of The Government Officials Who Doesnt Know How To Run That Part Of The Country Called POLICE(Security) Would Read And Learn,, So The Question Is:

1) What Do You Think The Federal Government Should Do About The Nigerian Police
2) What Should The Federal Government Help Them With
3) Do We Need Foreign Intervention/Help On this Issue ?

I Know Some People Would see This as a waste Of Time But I think it would Really Help Out Because There are so many lives and Properties at stake here, They Cant Protect Their Territories How Do We Expect Them To Protect The Citizens Of This Country,, Take A LOOK at Their Headquaters, The Building Looks Somehow and Ofcourse When You Go To Their Station/Branch Office Or whatever Near Your Community It Always Doesnt Look Like A Police Station.

We need well enumerated graduates in the police force. Over the years Nigeria police force has served as the last resort for job seekers. Nigerian police force has been packaged as a home for repented touts. The earlier we realize that the police ought to be one of the most respectable job in our nation the better for us.

the Government are the causes of these reluntant of the police officer, firstly govt should encourage the police by  motivation,promotion.
atleast our police officer should be given the priviledge to have a training in an advance country to learn more about security issue.
If police officer are getting remunerated like the senator then you will see how they will carryout their operation accordingly.
Our police are not encouraged by the govt at all, 3months training should be implemented all the time and must involve the like CIA,FBI and other intelligent agencies. wink wink wink wink wink

I think the uniform must be changed, it makes them look and behave like monsters in uniform.

Also the recruitment policies must change and proper training be given to the personnel.

Making simple things work well, will go a long way in sanitanising the NPF.

I suggest the following

1. Review and retrain ; a rigid and code of conduct required
2. Give a sense of dignity, patriotism and discipline to the police force; currently their barracks are a mess, no adequate supply of uniform; police stations lack writing materials. How do u expect efficiency and discipline in such a force?
3. Provide the necessary pay, facilities and equipment they need for their jobs
4. We need supports from western countries to meet standard.
5. Review and dismiss corrupt senior staff.

Our police conditions are the worst in developing world

We can tackle unemploment and security all simultaneously;

1. De-list all the policemen (delist not sack).

2. Train all the delisted policemen in modern farming and let them retain thir regimental hierachy and reporting lines.The former police divisions are now based on farms and crops produced. For example the mopol vcan produce yam ,sugar cane and beans while the ADivision produce rice, potates and pineapples.
3. Employ as many of the unemployed graduates as possible into a new police force (with new uniform of course) and institute a new model of modern training with conscienciousness training , nationalism and suitable equipment and appropriate SOP. Divde into divisions according to choice , talent and ability.
You will thus mop up the restive unemployed youg people into gainful national duties and multiply food and crop production and have a major major improvement in security.
I dont mind if we have to borrrow money from the WB to do this. It's worth it. We have wasted billions of $s for invisible projects in the past.

Police should focus on crime prevention only.traffic and civil matters should be left for other security agencies like civil defence corps and road safety.national security should be reformed.

My recommendation to the Nigerian Government are the following,

1) Create a division of labor within the Nigerian police force
-Create an anti-terrorism unit with the Nigerian police force
-Create an investigation unit with the Nigerian police
-Create an intelligence unit with the Nigerian police
-Create a peace keeping unit with the Nigerian police force
-Create a research and analysis unit within the Nigerian police force
-Create a patrol unit with the Nigerian police force

each of these units will have different levels of qualification for entry

2) Establish Zonal police headquarters, because i believe that each zone of the country have different types of crimes that are prevalent

3) Establish proper training guidelines that have to be strictly adhered to by all police officer's

4) Establish a training system were every two years based on your rank and division you go for additional training ranging from 3months to 9months

5) Establish a Government backed Fund for Mortgage, Education, and Medical Expenses whereby every policeman is guaranteed loans for these three basic expenses at very low rates for them and their immediate family members.

6) Offer a substantial compensation for any police officer killed on duty.

7) rebuild every police station in the country, assuring that each police station is properly maintained and all amenities available.

cool Establish a Community/Police annual event where the people within the Community and the police can interract in a fun and relaxed enviroment, while discussing community affecting issues.

9) Build Jails and prisons all over the country that are had to break out of, world standard.

there are many more things that i would recommend, but if the so far are implemented, we can at least solve 40% of our problems.
I also believe that some of these should apply to all security forces, including the military, wink

p/s: some of these might already be in place, but not being implemented effectively.

Nice thread, @silverstud, those were very good suggetions. But, no matter how much FG tries to revamp the Nigerian police without giving states the power to own and control their own police, they will never make any success. So many security experts at home and abroad have always advised our FG to give each states the right to control their own police force, but to no avail. Some states like lagos,edo,delta,kano,plateau,e.t.c have been fighting with FG to give them the right to control their own force. Let states control their force and watch naija become one of the most secured nation in the world. In developed nations, even local goverments have their own force. Simple solution, but our FG are still finding it very difficult to implement. What are they still waitng for??

In a multi-ethnic country, police need to be drawn from the locality and speak the local language. Also do away with the barracks system and let them reside within the community.

The government should do everything possible to reform the police. I suggest the following:
1. The police should be professionalised i.e employ educated and enlightened members of the public
2. No political interference in the management of the police
3. The police should be paid a corruption resistant salary
4. Adequate training and seminars for the police
5. No sacred cow.

1- There should be a mandatory IQ test before applying to the police force.
2- A policeman asking for bribes should be sacked immediately.
3- A policeman who smoke or drink alcohol while on duty should be sacked immediately.

In my own opinion the Nigerian Police need to be completely disestablished and re-established again, the 2 main areas of the Nigerian Police that they need to focus on are:

1. The structure - this includes the organisational structure of the police, the physical structure (Police stations), rules and regulations covering policing, logistics etc
2. Personnell - this includes the rank and file of the Nigerian Police.

to elaborate more on the first point above - Structure:
1. All police stations must have the basic criminal processing equipment which are: fingerprinting, computer, holding cell (that is suitable for human being), where this is not possible there should be at least a Police station within 10 miles radius whereby all these facilities Will be available.
2. The Nigerian Police must have a forensic department that at least can carry out minimum forensic examination of crime scene evidence, the should provide fund for and work together with Universities to assist in this area.
3. The Nigerian Police must be properly segregated to ensure that within a particular zone an officer will be fully responsible for policing in that area, the budget of the police force within the area and the monitoring of criminal activities.
4. The Nigerian Police must have basic logistics facilities to prepare for tackling of crime and to monitor police officers activities.
5. They must maintain an adequate criminal database
6 The Nigerian police must have adequate safety equipment to assist officers to safely discharge their duties
7. The Nigerian Police must stop any form of torture or extra judicial killing which prevalent within the rank and file of the force, appropriate procedure should be put in place to ensure these criminal activities are eradicated within the force

There are many more that I can't mention now due to time constraints

Secondly, the Nigerian Police personnel must at least:Be trained on the following:

1. Be trained about basic human rights and procedure for apprehending criminals
2. Be trained about handling of firearms, in fact firearms should be restricted to very few policemen
3. Be trained about basic crime scene security and handling of evidence
4. Be adequately remunerated
5. Severe punishment should be put in place for to deal with any officers found wanting in the discharge of his/her duties

Nice one tunnytox. All too often,when state governments want to play to the gallery they donate "empty cars" to the police force. Empty in the sense that such donated cars are without communication equipment. Making the police force in Nigeria fit for purpose goes beyond just cars, arms and uniform. The effectiveness of the force has a lot to do with information technology and organizational structure.

Nigeria is about the only country I know without landlines or where landlines are dying out at an alarming rate. This is saying that the force needs an integrated secured nationwide toll free emergency number. Not mobile lines. Modern digital lines can also fuel an integrated crime data base where bio-data of offenders are stored. Majority of crimes are committed by repeat offenders. This police data base should be able to "talk" with passport office data base and motor licensing office and Road Safety Corp. A better number of crimes are committed in Nigeria using cars and motor cycles (okada). It is hoped that the registration of cars and okadas is already computerized and number plates should be made unique and owner specific and renewal of motor licence made compulsory every three months in the first instance. Hospitals (govt and private) should also be made by law to store DNA and biodata of patience only accessable to the police in the event of a crime.

This huge data base should serve as the first port of call for the police to run any DNA/forensic sample collected from a crime scene. Simple and cheap hand held number plate recognition device can be provided to the force to be used on patrols. Training. Training. And more Training. And then comes the organization culture. Changing organizational culture is never easy, with some academics believing that organizational culture cannot be change but managed. But identifying the police force organizational culture is a first step in reforming the police. It is very tempting to assume that the force is a classical hierarchical organizational structure with rules and procedures with managers acting as rule enforcers. But the truth is without an in-depth and unfettered study of the force it will be difficult to recommend an appropriate organizational change technique.

--If the Nigerian government want to help the Nigerian Police, then we need a total rebranding--

For starters, The government need to realize that the police is a respectable organisation and hence only people of good and reputable character should be recruited into the police.

Do not sack the old bunch but rather a systematic erradication. Only graduates with not less than a 2.1 should be employed. They need to build a World class police academy where the law would be taught to them (afterall they need to knw the law they would be enforcing), tactics of policing should also be taught to then as against the brute force being used by todays police, ethics and manners also be taught to them (we are tired of seeing dirty and unkempt looking policemen on the roads) and then these new bunch be systematically infused into the force until the present crop of officers have all been eradicated.

A new uniform should also be adopted as the present one cannot regain the confidence of Nigerians. Also those big semi-automatic machine guns should be removed and they should all be issued smaller 9mm Baretta hand guns. Those big guns only make them look intimidating and unapproachable. I know ppl would argue that the criminals have bigger guns etc, but with proper tactics and good weapons training, those handguns should do the trick. A properly placed bullet is always deadly irrespective of the gun that shot it.

Their should be a distinction between police and Mopol (which is our SWAT). MOPOL should be pulled off the roads and strategically placed at emergency respond checkpoints. Also the unwanton use of sirens should be banned.

The use of police as bodyguards to individuals should also be stopped as it makes the police look biased and unbalanced in it duties. The police is for all and not for one,

Presently, the image of the police is that of fear and not that of a friend. That need to change. Our police should be courteous, professional, not intimidating or aggressive, approachable and overall inspiring to young generations.

If you tell a kid "I'll call police for you" in Nigeria, they start crying. That's the image they have now. FEAR

I agree with all the points you raised with the exception of employing only graduates with 2:1. This to me will be an exhibition of Nigerians obsessiveness with degrees, IMO you really do not need a degree to be a good police officer. A well trained school cert holder with good xter and discipline can do a very good job even more than the so called graduates.

- Provide better training for them

- Provide the required 'international standard' resource for crime fighting

- Increase there salaries

In addition to all the good suggestion, the NIGERIAN POLICE COLLEGE needs to be upgrade. 3 years for secondary school graduate, the 3 year study should be specific and  equivalent to a university study or at least close to it or 1 year police college training for graduates. The curriculum should be expanded to include detail study of subjects such as  psychology, criminology, health and disaster  rescue strategy/management, communication principles, weaponry, law etc. instead of the 6 month of physical exercise and gun shooting training they do now.  

It is interesting to know that one of the reason  the NPF uniform was changed to black is to give them invisibility status in the dark. Their counterparts in other part of the world  however wears reflective jacket to give them visibility status in the dark, lol

Also their salary package should be made attractive,

Life insurance policy for officers killed in the line of duty should be introduced,

Very healthy pension schemes as well.

They should also be equipped with radioos and walkie-talkiies with a dedicated police band.

Their uniforms should include standard issue batons, pepper spray, holster for their side arms, handcuffs, eqipment belt and also a bronze badge,

All officers should wear conspicous a name and I.D tag at all times

Also an annoymous helpline be set up to report erring officers without fear or tracing and witch hunting,

A sense of pride has to be infused into the police
