No state entirely speaks the central Igbo. The urban areas in each state dominantly, not absolutely, speaks the central Igbo. But the central Igbo is more spoken in Enugu and Abia. By being more spoken, I mean the urban areas dominated by the central Igbo in Enugu and Abia are more than the urban areas dominated by the same central Igbo in Anambra, Imo and Ebonyi.

If you are trying to know which state is the originator of the central Igbo, no single state is the originator. But Abia, Anambra and Imo contributed most to what is known as the central Igbo. By contributing most, I mean most of the towns or communities in these states have most of the central-igbo words in their dialects. For example, most of the towns in Anambra have the word "mmadu" (human) in their dialects and most of the towns in Abia and Imo have "mmiri" (water) in their dialects. Only few towns in Enugu and Ebonyi dialectally have double "m" in mmadu and mmiri. Most of the towns in Enugu and Ebonyi dialectally say "madu" for mmadu and miri for mmiri.

You might say how can the central Igbo be more spoken in Enugu than in Anambra and Imo when Anambra and Imo contributed more than Enugu in the origination of the central Igbo. The explanation is Enugu is more loose on culture and dialects. Enugu easily assimilates culture and language. A good example is Ogene music. Anambra is dominant in Ogene but the best Ogene musician in Igbo land is Shdordor from Enugu, and the best Ogene dancer are in Enugu. Many Enugu town gradually abandon their dialects and cultures. Every town in Anambra, Imo, Abia and Ebonyi strongly uphold their dialects and cultures. Some people in a remote village in Enugu will frequently speak central Igbo because few individuals from other towns or Igbo states are tenants in that village. Such a thing does not happen in Anambra, the tenants have to adopt the dialect. A town in Anambra will speak its dialect to Igbo people and speak English for those who not understand Igbo.

A radio presenter who hails from Anambra will use his or her dialect to anchor every Igbo program on radio. A radio presenter from Enugu will not use his or her dialect to anchor an Igbo program on radio unless the program is specially for his or her town.

you are talking about intonation when speaking English,they use use L in place of R, but when it comes to Igbo, there are central.
