ADVERTISEMENT OF VACANT POSTS

The Parliament of the Economic Community of West African
States (ECOWAS) with headquarters in Abuja is inviting
application from suitably qualified citizens of the Community to
fill the following vacant positions in the professional category:

A). COORDINATOR- INTERPRETER P5
Qualification
A Bachelors degree in any of the Community languages
accompanied by a professional degree or certificate in
interpretation. Must have at least ten (10) years cognate working
experience preferably in an International Organization.

Duties and Responsibilities
a. Coordinate the activities of the Language Division
b. Coordinate the hiring and scheduling of interpreters at Plenary
Sessions of Parliament and meetings of the Standing
Committees, and the internal meetings of the General
Secretariat.
c. Ensure timely translation of all documents
d. Any other duties assigned by superior officers

Salary Scale
e. The post of Principal Interpreter is on P5 of the ECOWAS
Annual Salary scale, that is, UA30 552 – UA34 542

B). Bureau Manager P5
Qualification
A Bachelors degree in International Relations, Political Science,
Law, Administration and Management, plus (10) years post
qualification working experience, or a higher degree plus (cool
years cognate post qualification experience. Prior working
experience in a National or Regional Parliament/an International
Organisation would be an added advantage.

Duties and Responsibilities
f. Responsible for the management of the Secretariat of the
Bureau under the supervision of the Secretary General.
g. Preparing minutes and reports of all meetings of the Bureau
and Conference of Bureaux including preparation of agenda and
work programme.
h. Custodians of all documents concerning the activities of the
Bureau of Parliament and the Conference of Bureaux.
i. Maintain coordination and liaison among Departments,
Divisions and Sections within the administration of the General
Secretariat in consultation with the Secretary General, and
initiate any follow up action on the decisions of the Bureau and
the Conference of Bureaux.
j. Under the supervision of the Secretary General the Manager
prepares or reviews and finalizes letters, speeches, statements,
and addresses to be delivered by the Speaker and other
members of the Bureau.
k. Any other duties assigned by the Secretary General.

Salary Scale
The post of Bureau manager is on P5 of the ECOWAS Annual
Salary scale, that is, UA30 552 - UA34 542

C). Editor of Debates P5
Qualification
A bachelor's degree in Mass Communications with proficiency in
writing and publication, editing, proof-reading and computer
skills, with ten (10) years post qualification working experience.
Being a specialised field, Candidates are expected to have held
a similar position in a National or Regional Parliament. For
holders of higher degrees or professional certificates, eight (cool
years working experience will be sufficient.

Duties and Responsibilities
l. The Editor of Debates is in charge of the compilation of the
Hansard, which is a verbatim account of the proceedings at
Plenary.
m. In collaboration with the coordinator of Committees ensures
the appropriate transcription, editing, proofreading and printing
of Committee reports and other journals of the Parliament in all
languages.

Salary Scale
The post of Editor of Debates is on P5 of the ECOWAS Annual
Salary scale, that is, UA30 552 - UA34 542

D). Principal Library/Document Officer P5
Qualification
A Bachelor's degree in Library Science plus ten (10) years posts
qualification experience or a higher degree plus eight (cool years
professional experience. Prior working experience in a National
or Regional Parliament or an International organisation would
be an added advantage.

Duties and Responsibilities
a. Provide general orientation in the running of the Library.
b. In liaison with the Senior Assistant Secretary in charge of
Parliamentary Affairs and Research, propose a policy for
stocking the Library.
c. Develop, review and approve (or propose for approval), new
policies and practices or adaptations to existing ones, advise
senior management or the Governing Body on new approaches
and adaptations of existing policies and practices in the
implementation of documents and acquisition objectives.
d. Document and position paper for submission to legislative
bodies on important issues with organization- wide implications.
e. Represent ECOWAS institutions at inter-agency and other
meetings, with delegation of authority to commit the agency on
policy issues within the designated areas of functional
responsibility.
f. Ensure the coordination of activities between and among the
Documents Centre, writers and editors and the translation unit;
review proposals for work flow and procedural changes and the
implementation of new technologies to streamline work flow and
enhance the services provided.

Salary Scale
The post of Principal Librarian/Document Officer is on P5 of the
ECOWAS Annual Salary scale, that is, UA30 552 - UA34 542

E). Principal Research officer P5
Qualification
A Bachelor's degree in Political Science, International Relations,
Sociology, Law or Public Administration plus ten (10) eight years
post qualification research experience or a higher degree with
eight (cool years research experience. Prior working experience in
a National or Regional Parliament or an International
Organisation would be an added advantage.

Duties and Responsibilities
<sum> Coordinate the conduct of research on areas of interest aimed
at supporting the Parliament or its Committees.
<sum> Deploy Staff to research for individual Members or Parliament
and Committees.
<sum> Provides materials for policy formulation and build materials
for information and fact sheets.
<sum> Complies relevant statistics and data on Members for
publication and other purposes.
<sum> Supervise subordinate Officers in the conduct of such
research

Salary Scale
The post of Principal Research Officer is on P5 of the ECOWAS
Annual Salary scale, that is, UA30 552 - UA34 542

F). Legal Counsel P4
Qualification
A Bachelor's degree in Law plus eight (cool years relevant
professional experience, or a higher degree or professional
certificate plus six (6) years relevant professional experience.
Prior working experience in a National or Regional
Parliament/an International Organisation would be an added
advantage.

Duties and Responsibilities
<sum> Assist and provide back-up support in the execution of the
tasks assigned to the Legal Adviser.
<sum> Under the supervision of the Legal Adviser draft legal opinions
or advice on issues relating to the functions, structure and
activities of the Parliament.
<sum> Advising on all legal issues relating to the Parliament.
<sum> Assist in initiating policies and programmes on all legal
issues for the Parliament.
<sum> Assist in drafting resolutions, recommendations, contracts,
protocols, conventions, agreements, Memorandum of
Understanding etc.
<sum> Under the supervision of the Secretary General liase with the
Legal Departments of the Institutions of the Community.
<sum> Be involved in research work and studies and examination of
legal precedents for issues relating to the functions, structure
and activities of the Organization.
<sum> Provide assistance in resolving procedural and substantive
legal questions in Committees, at Conference and meetings.
<sum> Undertaking consultations and participating in negotiations
with contractors and with representatives of Member States or
other Organizations.
<sum> Contribute in reviewing, revising and clearing the legal
aspects of draft letters, agreements and other texts, which have
been passed to the office for review and comments.
<sum> Will be involved in preparing and/or reviewing briefs and
representing the Organization in proceedings before courts of
law, administrative tribunals and other judicial or quasi-judicial
bodies.
<sum> Acting as Secretary to various Committees and bodies dealing
with subject matters falling within the competence of the office.
<sum> Any other duty assigned by the Superior Officers.

Salary Scale
The post of Legal Counsel is on P4 of the ECOWAS Annual
Salary scale, that is, UA25 908 – UA30 180.

G). Facility Management & Transport Officer P4
Qualification
A first degree in Engineering or its Professional equivalent plus
a minimum of eight (cool years proven record of cognate working
experience or a higher degree plus six (6) years cognate working
experience.

Duties and Responsibilities
<sum> Coordinating and executing of any engineering activities either
in civil, mechanical, electrical, building etc.
<sum> Liaise with the Headquarters landlord regarding maintenance
contracts, re-modeling projects and building safety. Evaluate
insurance arrangements at headquarters; report on problems
and recommend improvements. Investigate and report on
problems or potential problems with building safety or security.
<sum> Monitor the execution of the maintenance contract signed with
a service provider for the up-keep of the Headquarters building
and surroundings.
<sum> Preparation of drawings for minor works undertaken by
Community Institutions.
<sum> Maintain a diligent maintenance programme for the up-keep of
the residences of statutory appointees and rented apartments of
professional staff.

Salary Scale
The post of Facilities Management & Transport Officer is on P4
of the ECOWAS Annual Salary scale, that is, UA25 908 – UA30
180.

H). Five (5) Positions of Committee Clerks/Secretaries P4
The ECOWAS Parliament functions through the Committee
system. Currently, there are thirteen (13) standing Committees
with five (5) vacancies for the positions of Committee
Clerks/Secretaries. This implies that one clerk will be attached to
at least two standing committees, pending such a time as other
Clerks/Secretaries are recruited. The number and nomenclature
of the Committees may also change. The present Standing
Committees are as follows:

<sum> Committee on Agriculture, Environment, Water Resources and
Rural Development;
<sum> Committee on Education, Science and Technology, Youth,
Sports and Culture;
<sum> Committee on Gender, Employment, Labour and Social
Welfare;
<sum> Committee on Infrastructure and Industrial Development;
<sum> Committee on Political Affairs, Peace and Security;
<sum> Committee on Trade, Customs and Free Movement of
Persons;
<sum> Committee on legal and Judicial Affairs;
<sum> Committee on Communications and Information Technology;
<sum> Committee on Administration and Finance;
<sum> Committee on Macro Economic Policies and Budget Control;
<sum> Committee on NEPAD and the African Peer Review
Mechanism;
<sum> Committee on Health and Social Services;
<sum> Committee on Human Rights and Child Protection

Qualification
Candidates with any of the following qualifications may apply; A
Bachelors degree in Political Science, Economics, International
Relations, Public Administration, Law, Business Administration,
Physics, Agricultural Sciences, Accounting and Finance,
Industrial Relations, Information Technology, Mass
Communications, Education and Environmental Sciences, with
at least eight (cool years post qualification working experience. For
holders of higher degree, six (6) years will be sufficient.
Candidates with prior working experience in a National or
Regional Parliament or an International Organisation as a
Committee Clerks/Secretaries will have an added advantage.

Duties and Responsibilities
Under the supervision of the head of Division, the officer will be
responsible for the following:
- Preparation of agenda and reports of the Sessions;
- Preparation of meetings, agenda, reports and activities of the
Committees;
- Preparation of studies, research and memoranda as may be
determined by the Committees;
- Implementation of duties assigned to him / her by the
Committee;
- Any other duties as may be assigned to him/her by the
Secretary General.

Salary Scale
The post of Committee Clerk is on P4 of the ECOWAS Annual
Salary scale, that is, UA25 908 – UA30 180.

I). Two (2) Positions of Translators P4: French Translator
Portuguese Translator
Qualification & Experience
A university degree in translation or a bachelor's degree plus a
diploma or certificate in translation with at least four (4) years
post qualification experience, or plus six (6) years of proven
experience of translations with an international organization in
lieu of a certificate in translation. A good working knowledge of
the use of computers will be highly advantageous.

Duties and Responsibilities
Under the direction of the head of department responsible for
communication and conference, a Translator is expected to:
1. Translate and/or revise documents, correspondence using
the approved official terminology;
2. Assist in the compilation of current multi lexicon in use;
3. Advise on issues relating to the domain of translation;
4. Supervise junior translators;
5. Organize and evaluate the testing of translators;
6. Undertake missions in order to supervise translations of
documents of meetings;
7. Undertake in-house interpretation during staff meetings and
other meetings where the use of technical words is most
unlikely;
8. Any other duties as may be assigned by the Secretary
General.

Salary Scale
The post of Translator is on P5 of the ECOWAS Annual Salary
scale, that is, UA25 908 – UA30 180.

J). Accountant P3/4
Qualification
A Bachelor's degree in Accounting and Finance, Business
Administration or Economics with a minimum of six (6) years
working experience, or a higher degree or equivalent
professional degree with a minimum of five (5) years cognate
professional experience. Prior working experience in a National
or Regional parliament/an International Organisation would be
an added advantage.

Duties and Responsibilities
<sum> Head of section responsible for specific accounting operation.
<sum> Preparation of final accounts, recording of the cashbook,
keeping the general ledger and bank reconciliation.
<sum> Receive and evaluate regular financial reports (typically from
computerized reporting systems), with particular attention to
apparent anomalies or unusual trends.
<sum> Initiate action for correction of situation where anomalies
occur.
<sum> Prepare reports and relevant explanations for management.
<sum> Define requirements and prepare terms of reference for the
electronic data processing unit to produce reports from financial
database.
<sum> Maintain the financial procedures relating to the assigned area
of responsibility.
<sum> Any other duty assigned by superior officer

Salary Scale
The post of Accountant is on P3/4 of the ECOWAS Annual Salary
scale, that is, UA21 567 – UA25 991 and UA25 908 – UA30 180.

K). Budget Officer P3/4
Qualification
A Bachelor's degree in Finance and Accounting, Business
Administration or Economics with a minimum of (6) years
working experience, or a higher degree or equivalent
professional degree with a minimum of (5) years cognate
professional experience. Prior working experience in a National
or Regional Parliament/an International Organisation would be
an added advantage.

Duties and Responsibilities
<sum> Assist the Chief Accountant in overseeing and Coordinating
the preparation of the budgetary development cycle to ensure
compatibility with work priorities and objectives; prepare
amounts to be included in the draft annual work programme.
<sum> Analyze proposals in terms of budgetary objectives, past and
present operating budgets and trends in patterns of resource
allocations; prepare projected costs and accrual data for specific
budget categories.
<sum> Assist in monitoring the implementation of work programme
and budget through regular reviews; prepare commitment status
reports to ensure adherence to approved levels and limitations;
checks and ensure that all data and calculations entered by
Budget Staff and complete and correct for use in the various
budget reports.
<sum> Assist in the development of guidelines and instructions for
the preparation of the work programme and budget cycles;
interpret budget directives and guidelines.
<sum> Coordinate submissions from departments; integrate and
analyze department outputs; identify deviations from plans;
advice the departmental management and counterpart
administrative staff on specific concerns and propose corrective
measures including budget transfers.
<sum> Assist in providing technical guidance, policy/research
analysis and advice in support of specific substantial operational
or business functions.
<sum> Assist in providing information as required to external and
internal auditors.
<sum> Keep track of the implementation of the budget, commitment
of expenditure and postings into the card opened for each of the
Budget codes.
<sum> Perform in a timely manner quarterly reconciliation of posting
in the cards against those in the cashbook with a view of
extracting quarterly expenditure statement.
<sum> Any other duty assigned by superior officers.

The post of Budget Officer is on P3/4 of the ECOWAS Annual
Salary scale, that is, UA21 567 – UA25 991 and UA25 908 –
UA30 180.

L). Human Resources Officer P3/4
Qualification
A Bachelor's degree in Human Resource Management, Public
Administration or any Social Sciences or an equivalent
professional certificate plus (cool years working experience in
middle management level post in field of human resources or
administration or a higher degree plus six (6) years cognate
working experience. Prior working experience in a National or
Regional Parliament/an International organisation would be an
added advantage.

Duties and Responsibilities
<sum> Assist in handling matters relating to appointment, promotions
and discipline of General Service an auxiliary Staff.
<sum> Assist in identifying needs for new or modified Human
Resource policies, practices and review and initiating or
proposing action as required.
<sum> Undertake background analysis and evaluation of requests
from managers and staff taking into account the needs, polices
and practices of the Organization.
<sum> Contribute in offering advisory services to managers and staff
in the area of specialization. Explaining the scope and
ramifications of the speciality's programme and activities.
Promoting and understanding of its purpose and of its
functioning by developing training courses and conducting
briefing sessions.
<sum> Assist in the introduction of appropriate staff deployment
measure.
<sum> Participate in the compilation of annual staff performance
evaluation reports.
<sum> Any other duty assigned by superior officers

M). Procurement Officer P3/4
Qualification
A Bachelor's degree in Business Administration or equivalent
professional certificate in Purchases and Supplies with eight (cool
years cognate post qualification experience, or holders of higher
degree with six (6) years cognate working experience. Prior
experience in a National or Regional Parliament/an International
Organisation would be an added advantage.

Duties and Responsibilities
<sum> Coordinate the activities of the section in order to ensure
timely and consistent supply of office consumables and
equipment.
<sum> Review procurement requisitions submitted by the Admin
Section and to ensure completeness dossiers; oversee
preparation and distributions to tender and follow-up on replies;
carry out a comparative analysis and short-list firms to e
included in requests for quotations and invitations to tender.
<sum> Keep accurate records market trends, data on the prices of
products and lists of vendors and supplies of various products.
<sum> Issue purchase Orders/Contracts for approved services; liaise
and negotiate with suppliers to finalize terms and conditions;
<sum> Monitor deliveries, follow-up as required and rate supplier
performance.
<sum> Ensure strict compliance with procurement and tender
procedures
<sum> Prepare list of indicative values of products in the market in
order to assist in procurement planning. Towards this end,
ensure regular price monitoring and market surveys to guide the
institution on its procurement processes.
<sum> Provide invoices and other relevant documentation consistent
with the requirement for direct procurement of products.
<sum> Maintain proper records and file on procurement activities
<sum> Conduct market surveys to update information on the state of
the market

N). Conference Officer P3/4

Qualification
A bachelors degree in Political Science, Public Relations,
management, language and or equivalent professional
certificate in the relevant fields with eight (cool years cognate post
qualification experience or a higher degree, with six (6) years
cognate working experience. Prior working experience in a
National or Regional parliament or an international organisation
would be an added advantage.

Duties and Responsibilities
<sum> Planning and Coordinate all logistical arrangement
associated with holding plenary sessions, committee meetings
and in-house management meetings and other conferences.
<sum> Organizing ushers and other support staff and coordinating
their activities
<sum> Liaising with protocol on movement and accommodation of
Parliamentarians during sessions and committee meetings.
<sum> Organize the timely distribution of documents in the hotels of
Members and scheduling of meeting rooms.
<sum> Work in close collaboration with the Protocol for effective
service delivery.
<sum> Arranging catering for coffee and lunch breaks during
meetings
<sum> Any other duties assigned by superior officers

Salary Scale
The post of Procurement Officer is on P3/4 of the ECOWAS
Annual Salary scale, that is, UA21 567 -UA25 991 and UA25 908
– UA30 180

O). Administrative Officer P3/4
Qualification
A Bachelor's degree in Public Admi9nsitration, Human
Resource management, or any Social Sciences or an equivalent
professional certificate plus (cool years working experience in
middle management level post in field of human resources or
administration or a higher degree with six (6) yeas cognate
working experience. Prior working experience in a National or
Regional Parliament or an International organization would be
an added advantage.

Duties and Responsibilities
<sum> Under the supervision of the Head of Division responsible for
rendering of the day-to-day management and administration of
service deliver at the General Secretariat.
<sum> Assisting in formulating, review and execution of policy
decisions
<sum> Receive and process requisition for supply of material and
equipment from heads of Department and Divisions
<sum> Supervision of the activities of the Admin Section
<sum> Assisting in the initiation of policy matters
<sum> Vetting and supervision work of junior officers

Salary Scale
The post of Administrative Officer is on P3 of the ECOWAS
Annual Salary scale, that is, UA21 567 -UA25 991 and UA25 908
– UA30 180

P). Programmer/Webmaste r P2/3
Qualification
A Bachelor's degree in Computer Science with bias on software
development and website construction, designing and
development, with at least six (6) years of proven cognate
working experience or a higher degree with four (4) years
cognate working experience. Prior working experience in a
National or Regional Parliament or an International Organisation
would be an added advantage.

Duties and Responsibilities
<sum> Keeps custody of the Parliament's website and responsible
for keying in the new information.
<sum> Aspire to persistently improve the design of the website of the
Parliament to make it attractive to end-users
<sum> Persistently scout for new information to keep the website
buoyant.
<sum> Provide advanced technical support to end users on standard
and non-standard software packages and in the resolution of
complex software-related problems.
<sum> Maintain computer programs that require integration of many
interrelated systems and program elements; ensure smooth
data flow and be responsible for security measures to protect
confidentiality.
<sum> Evaluate new standard software packages and provide
feedback to management on selection of a new software
packages.
<sum> Ensure the adequate functioning of other software systems
maintained in the General Secretariat such as the software
operating accounting management system
<sum> Any other duties assigned by superior officers

Salary Scale
The post of Programmer/webmaste r is on P2/3 of the ECOWAS
Annual Salary scale, that is, UA17 972 – UA22 395 and UA21
567 – UA25 991

Eligibility
Application for each of the positions advertised will be restricted
to citizens of ECOWAS Member States.

FRINGE BENEFITS
The following benefits will be extended to all posts in the
professional category: in addition to basic salary, the monthly
remuneration package will include post adjustment, transport,
and dependency allowances. Other benefits attached to posts
are education grant for up to 4 children, 80% refund of medical
expenses for staff and dependents, provision of housing for
which 5% of basic salary is deductible, provident fund
contribution, and installation and separation allowances.

LANGUAGE
English, French and Portuguese are the official working
languages of the Community
