You are right that SW states have the diversity because of the huge landmass and access to the sea so may actually have more of their indigenes outside their zone than SE indigenes have outside the monolithic 5 Igbo SE states.
However, pay attention to the INEC list as at August 1,2022, Lagos and Oyo are in the top 10 and both even ahead each of all the SE states while Anambra is the last in the top 10.

There is nothing like core or non core Yorubaland . Lagos is Yoruba state and super predominantly Yoruba. It shows that you do not know the SW and Lagos when you attempt to seperate Lagos. The largest LGA and with the highest voting strength in Lagos is a Local Govt called Alimosho LGA. It is not even part of Lagos central and the LGA is made up of outskirt towns and villages mostly the ancestral homes of the Egba and Awori people close to the Ogun state border. That is where most of the votes come from and you can ask your brother or sister living in Lagos.

Since 1999, Alimosho has always delivered the highest votes for APC and it still remains APC.
Even Oyo state is not the mate of any SE states by population and registered voters but the most populous LGAs are those predominantly dominated by the natives.
