It could be a sabotage or an accident but not a missile attack that Ukraine is painting it. I know it gives them something to motivate their troops but it's war, infowar is perhaps the big motivator

Ukrain has lost the Russian regions of Donesk and Luhansk to Russian forever. If they had treated these regions with equity, they would not have rebel against Kiev. For 8 years, Kiev pounded the territories of their comrades because they demanded to be treated as citizens of Ukrain. Forward to 2022, Russia stepped to put a stop to that.

No, its not about the power to do so, but why they are doing so is because they still want the world to see that Russia had and is still the aggressor, they are only defensive of their mother land, which is their rights and obligations to carry out, secondly they are smartly playing the politics of the oppressed and getting favour from bigger and powerful nations, a smart plan I would say.
