If you go by this, sincerely, you are asking for zoning and/or indirect democracy which are unconstitutional in Nigeria.

The only reason some zones are yet to clinch the presidency is one of the disadvantages of democracy; the minorities without the voting strength are at a disadvantage. It is not because minorities can't be president. Political parties want to win elections so get candidates from the zones with the high voting strength of NW or SW.

This same peculiarity of democracy made African Americans and other minorities in the US unable to get the Presidency without the white majority backing them.

Therefore, it is not a coincidence that, like the US were caucasions of Europe descent have been passing the US Presidency among themselves, Nigerian Presidency is being passed between NW and SW with the largest voting strength. These 2 powerful zones were strong enough to ensure HE GEJ did not make second term.
