doesn't it make sense to use the little resources to do things that has a direct impact on citizens, build low cost housing estates, get waste management service, build the fire service, build industries and employ people, give out scholarships or free education

They receive one of the highest federal allocation in the south that's why they have enough finance to execute such gigantic & world-class projects.
You can't say the same about states like Abia, Imo, Bayelsa, Osun, & Cross Rivers which receive far less amount hence their low level of development
