Delta and bayelsa states have very tough enviroment that is very difficult to develop unlike the north the 13% they are getting for oil exploitation is clearly not enough to develop those regions. Only a very wicked heartless person will support the current structure of nigeria where the north takes the largest share of what the south is producing.

As of today, they even produce twice as much oil.

Who are you speaking for? There's a constitutional process for areas of the state to secede and join another state if they wish to. Its much easier than creating a new state created.

I agreed with some of your points but the states can also do better in generating revenue

Do a study of the transport system and even the market system of Nigeria, you will be shocked at how much money miscreants makes off government on a daily basis

Until we start allowing the local government act independently, I don't see any solution in sight to the issue of revenue dwindling
