If the interview occurs in Iran, she always obeys local laws and wear a head scarf. If the interview occurs outside of Iran, and the country where the interview took place doesn't require women to wear head scarf, she doesn't wear any.

This is the US where the interview was supposed to take place. The Iranian President can't tell her what and what not to wear. When he gets back to his country, he can give such orders.
