Just as the title reads, can a Nigerian tiktoker with a Nigerian account apply for the creator fund and get paid for creating videos?

Creator fund, no. But you can get paid by brands if your fan base is big enough and/or if you've got enough viewership. Here are the conditions to get access to the creator fund:

1) You must be 18.
2) Creators need to be based in the US, UK, Germany, Spain or Italy.
3) Have at least 10,000 followers.
4) Your videos need to have 100,000 views within the last 30 days.
5) You follow TikTik Community Guidelines and terms of service.

However, do not worry, TikTok said more countries will be added. Also, it appears populous countries have higher priority. So once it gets to Africa, Nigeria will surely be one of the first countries to get it.

Perhaps, they're cashing out the virtual gifts given to them during TikTok live sessions? That's an option I forgot to mention.

YouTube, just like any other Google products, is ad dependent. The principle is basically the same as running ads on your website since they're all managed by the same engine, and it's really 'simple'; bring in enough traffic and Google will use your platform to disseminate ads. How you get the traffic and whether you show your face or not is your business. However, gaining followership on a video streaming platform without showing your face at one point or the other is not very easy. Some people upload old movies, some stream thier VR games, and they still get followers without necessarily showing thier faces. Of course, with a high number of followers, you won't have to depend on Google alone for ads. You can also run promos for local brands.
