Deloitte's SOP's from the days of Deloitte Haskin And Sells are all documented and when any business process or a policy changes, the documents are updated, a new record is added on the document history showing the date of modification, the nature of the modification, who did the modification and who reviewed/approved the modification. So any HR/IT employee that starts working in Deloitte US today can easily tell how things have progressed over the years. And there was never a time Deloitte would EVER on-board a project member or share any information with a third party employee without recording a substantial amount of information about the individual.

Deloitte's HR policies in each country are in alignment with the local labor policies of the country. According to the United States Department of Labor, the employer is responsible for recording injuries and illnesses that occur at work even for third party employees. If you knew the way databases work, you'd know there's no way to record illness lines if there's no parent master data.
