I failed one. I will do it with 2 courses in level 5. My concern now is which of the papers in level 5 to select first.

Thanks for the wishes ,but brother the reality is I failed one out of the last 3 required to qualify but I wont relent,afterall I have only one paper to qualify.

Wish all the guys still waiting to check good results and I hope we all prepare well for the May exams.

Hi everybody. Many thanks to those who have taken time to share their knowledge resource on this subject. Your contributions are quite invaluable. May God reward you in Jesus name.

I am very interested in developing a career in this area, but the qualification i have is not related. I have HND in Elect/Elect form Yabatech and really would want to get a Bsc first before i do Masters. My intention was to do a one year top up degree with any UK University that can offer the programme(Logistics and Supply Chain) by distance learning but, i could not get. I even tried related courses like Operations Management, Engineering Management, Industrial Engineering, Industrial Management, hoping that if i do any of these, it can provide the platform for me to do a Masters in Logistics, but i still could not get. Also, i tried rdi, but they dont want to take HND in Electrical for any of the business courses they have on offer.

I would not mind going over to uk to do a full time programme but you know, we are talking about some 8000-9000 pounds.

I do not want just professional certification, but also a traditional degree(this is personal).

Can anybody advise on this. Thank you very much.

Corruption and incompetence of civil servants who routinely collaborate with contractors to undermine the execution of projects have been identified as the major impediments to optimum budget performance in the country.

This emerged as the performance of the 2009 budget was put at put at 60.59 percent. Even then the seeming average performance was only achieved when the supplementary budget which was signed in December last year was implemented.

The country has witnessed low implementation of its annual budget since 2004 and many projects that would have improved the life of the citizenry were not executed with the allocation for such projects pocketed by government officials. This persisted until the Umaru Yar’Adua administration came to power in 2007 and directed that unspent capital allocations should be returned to the treasury. Over N400 billion unspent funds in the 2008 budget was returned to the treasury while about N350 billion was returned from the 2007 budget.

The truth about the poor budget performance came courtesy of the panel set up by the Finance ministry comprising Iyiola Omisore, chairman, Senate committee on appropriation; Grace Ekpiwhire, minister of state for works and housing and Emeka Eze, director-Ggeneral, Bureau of Public Procurement otherwise known as Due Process Office. The panel spoke at the workshop on “Strengthening budget implementation for enhanced project execution and service delivery.”

Eze who spoke on behalf of the panel supported the stance with statistics pointing out that many government officials are incompetent and blindfolded by corruption. According to him, BPP certified 566 projects worth N1.94 trillion out of the 602 requests by the ministries, department and agencies (MDA) in 2009. Thirty six projects are still awaiting response while 10 were rejected. “It is unfortunate that less than 300 of the 566 contracts certified have been presented to the Federal Executive Council for ratification and award”, said the BPP boss.

He debunked MDA officials’ excuse that BPP was delaying certification of contracts, stating that fake documents were sometimes submitted by contractors who are incompetent to handle contracts. “Most of the challenges are caused by the contractors who go around and submit fake papers, bribe officials and get politicians to get them pre-qualified. It is a circulated fact that they pay N5 million to get pre-qualification”, he said.

Ekpiwhire, minister of state for ministry for works and housing, cited pre-qualification of cronies of government officials who lack capacity for contract execution as factors that also account for poor budget implementation.

“Government contracts are concentrated in the hands of few cronies of those with responsibility to pre-qualify contractors for contracts and it has been observed that these contractors lack the capacity to handle contracts of such magnitude. We have also seen that a contractor with limited equipment may be handling several contracts in different parts of the country. We have also discovered cases where genuine contractors who were pre-qualified were not informed of the certification of such contracts. In cases like this, the contracts are left unattended to despite the allocation of funds for the project”, the minister said. [/b]

Hi All,

I just found this thread and it is very interesting to read. I am an engineering graduate and I was looking at how to further my career. I decided to follow the CIPS UK route and have spent some time exploring the options.

I went to the CIPS website (www.cips.org) and saw that there are only 2 official registered centres. I spoke to CIPS and they advised that I register with one of the official centres as they are more likely to have the proper materials and have their pass rates monitored. By the way, the passrates here in Nigeria are low, averaging around 20 or 30% from what i understand. This must be due to the lack of proper centres here in Nigeria for all the people looking to study.

Anyway, I have done some research and wanted to share with you all since this thread is so detailed. Out of the two centres, I have decided to go with Harley Reed. These are my reasons why:
1. They have a lot of experience and they have been doing the course for a number of years from their offices in the UK, Ghana and South Africa. They recently opened in Abuja and will also deliver the CIPS courses in Lagos and Port Harcourt depending on demand
2. They have pass rates of 100% over the past 2 years for all students who have studied with them
3. They have an interactive learning product which is provided on CD to students so you can study at home on your computer through recorded lectures
4. They have proper matierlas, including the official CIPS books
5. Their team includes CIPS examiners from the UK who are able to support students.

Anyway, i think that everyone should do their research, but I hope my information helps. If anyone else has any ideas let me know. The useful websites are:

Its interesting to know that SCM is gaining grounds amongst young people in Nigeria but my experience with acclaimed proffesionals has shown that they have not placed much effort in propagating the knowledge of supply chain and logistics especially in our universities and within the industry ,your posts clearly shows that there has not been adequate publicity on SCM and Logistics profession.

To answer your questions properly,it would be proper to know ur background and your career plans as you need to put all this into perspective when making this decisions.I do not really think its all about the certification but seeing how SCM connects with your career goal and evaluating its long term benefit.

I was happy to find this thread,I have a B.eng in production engineering and I have worked 2yrs in a bank I have decided to pursue my dream of having a career in procurement I was about to start the CIPS when I heard about SPSM its senior professional in supply management.I seriously need advice on which one is a better certification to pursue in terms of which is more student friendly,quality and which would our nigerian firms prefer.I would appreciate ur respond.

I have checked SPSM website and the SPSM acronym in full reads SENIOR PROFESSIONAL IN SUPPLY MANAGEMENT.

The curriculum shows emphasis on purchasing,contracts,negotiation and tools.Also, SPSM started in 2004 with footprints only in United States so far.

If you are an entrant in purchasing you wont start with SPSM,there are choices of global certification but the only global certification in purchasing presently administered in Nigeria is CIPS ,its the de-facto and a global certification program.

CIPS certification program is broad and goes beyond purchasing,from experience I have seen that once you are done with CIPS qualification,the next level is MBA as CIPS program is sufficient for the development of a well rounded professional.

Our industry landscape in Nigeria reflects the domination of the UK companies in Nigerian industrial space ,just name it manufacturing,maritime and O & G etc,if you want to invest on a certification that would pay back and get recognition in Nigeria and even beyond,please proceed with your CIPS.

there is a local arm that deals with logistic and transport NILT or something like that,thats the local arm within Nigeria alone, for the international body , CIPS (UK) and APICs (USA)

it all depends on ur level of preparation ,for cips ,if you are really determined it will take u maybe 2 and half years to get ur MCIPS, for APICS 1 year or thereabout

5.wat is the nature of exam online or live
for CIPS its live!!! theory all true, not easy at all!!, for APICS both live and computer base, obj and theory.

6.how available are materials
materials are available in two ways : you can order directly from the school or get it from accredited learning centres, at a fee though

7.wat are best options pls
you can take the CIPS route which is more common because u pay thru british council 4 ur exam and membership fees, but u source the materials urself, for APICS , there is multimix logistics, there are the accredited learning centre in Nigeria fee is around 360k, not cheap if u might say ,includes both exam and training fee,
so the choice is up to you
for CIPS you go thru level 4 to level 6 to get the MCIPS but for APICs, its just a one off training and exam.the CIPS route is cheaper but takes time,the APICS is shorter but is more expensive, so ? there u go

Jonathan cites greed as bane of Nigeria’s underdevelopment

Delivering an address at a presidential retreat for the first four-year implementation plan for vision 20:2020, at the Banquet Hall of the Presidential Villa, Abuja, President Jonathan observed that corruption had become a major obstacle to the country’s socio-economic development.

He said :”Greed of which corruption is a part, is the main stumbling block that stems our growth. If people are greedy ,they tend to inflate contracts. Not just the corruption that someone in government misappropriates funds but we use the word corruption to describe some other people that I believe are the greatest part of our underdevelopment”.

Explaining further, the president said :”For example, somebody in the private sector who is a contractor to government who is to provide services or execute a contract - what is supposed to cost government N10,000, you will collaborate with the government functionaries to increase it to N30,000 and if you are cautioned you will say you are a businessman, and that you are not corrupt”.

Stressing the need for accountability and transparency in contract awards and execution, he said: “If procurement will cost three times what it is supposed to cost then by implication, any amount of money we spend from our capital budget, you are retarding us by a number of years. What we are supposed to do in one year, we are doing it in three years, what infrastructure that might produce 30 kilometers of roads might not even be up to provide ten kilometers.

“ What we are supposed to be in three years time, you have by your action taken us back two years and yet you say you are not corrupt. That is why I will prefer to use the word greed because it is one of the stumbling blocks to the growth of our nation.

“We must look at our procurement if we must move fast because whenever I travel out of this country to another and I happen to see some infrastructural development , I always ask about the cost of execution and sometimes the cost I am told is three times less than what we are charged in this country,” he stressed. “That is one of the reasons why in the last Federal Executive Council (FEC) meeting, we set up a committee to look into our procurement because if we do not review our procurement, money that will give us three times the value of something, ends up giving us only one”.

Emphasising the new drive of the government in contract execution, President Jonathan said :”That is one of the reasons why we set up a committee to look into our procurement. The idea is not to victimise any contractor but the idea is to checkmate contractors that are unrepentant in inflating contracts. Administratively, contractors that are not good enough or who perpetually inflate contracts should not be retained. We are not going to take any contractor to court, but if we note a particular contractor known to be inflating contracts, we should be able to tell him it is not business as usual. Otherwise, you can forget doing business in Nigeria, that was why we set up that committee.

“But from the 2010 budget, I told the ministers that it is not enough for the federal government to approve contracts but even after the contracts have been awarded, we must monitor to ensure we have value for money. We must ensure that people whether civil servants or contractors, who are chronic collaborators to exploit us as a nation no longer have a filed day,” he stated.[quote]

Its the way to go Mr President and I hope it is not another lip service to the much desired public procurement policy reform,all we need is a reform on that lame procurement act,we need some ethics & fairness perspective to this bill and that would go a long way to make EFCC job a little bit easier,the bill seems too simplistic and not strategic in approach to a national public procurement policy.

Gauteng to act on supply chain corruption


The premier of Gauteng, the wealthiest province in South Africa, has announced a summit involving all sectors of society aimed at addressing corruption in the supply chain.

Delivering her budget speech, Nomvula Mokonyane said corruption threatened the country’s democracy.

“We will pay special attention to promoting ethical procurement and introducing greater transparency in our procurement processes so that more people in our communities are able to benefit from government contracts.”

The premier’s media spokesman, Dumisani Zulu, told SM that representatives from government, non-governmental organisations and the private sector would be invited to take part in the summit in September.

“Clearly there are serious challenges relating to supply chain management and procurement. We have called for this summit because we are experiencing problems in this field. Many people are exploiting the procurement situation and the premier feels strongly that the system is very porous,” Zulu said.

“Something needs to be done to tighten the system and help address public concerns on graft issues,” he added. “We will work with all the role players, including civil society and the private sector, to try to find solutions to end corruption, especially in the supply chain.”

The province will also launch a hotline at the end of July to address complaints that had been raised with South Africa’s president Jacob Zuma’s office, Zulu said.

The proposed summit comes amid complaints from trade unions that neither Zuma nor his Cabinet are investigating allegations of corruption despite intense media coverage.

Just to compare approaches to procurement and corruption issues with our contemporary as a benchmark for dealing with public procurement.

Seems the two countries are having similar problems but I would want to observe that a province in SA is taking a leadership role in solving the problem while in Nigeria the approach is more centralized  through BPP(Bureau of public procurement).

The question I would like to ask is the effectiveness of the centralized approach because it only reminds me of NEPA/PHCN inefficiencies where it only serves as a bottleneck in the power supply framework of the country.
