Can river niger be dredged to allow ocean vessels to kogi and niger? Would first and second niger bridge not affect the passage of large vessel?

Yes after the finishing of 2nd Niger bridge... Barrow Kaduna port and Onisha port would become functional, Lokoja is also on the way

For now water level are kept low

Its not necessary for an oceanliner to sail up the River Niger to Kogi or Niger State, that would be a waste of time. All you need to do is dredge the River for barges and tug-boat. The Oceanliner offloads the containers on to the barges, the tug-boat takes the barge up to the River port. One large barge can take hundreds of containers
