I know the only reason why Obi could not steal $20 m or more is because Anambra does not have that kind of money. Whoever is in governance in Nigeria must steal because that is how the system is designed. Unfortunately, nobody is talking about how to put in place effective and functional procedures to prevent the stealing. It is called preventive control in audit. Even where you have detective controls which helps to detect fraudulent act, nothing is done to the perpetrators. At every level of governance there is usually an annual audit report highlighting all manners of weaknesses. The best that could happen to such reports is that they are used to sell pepper by market women. So our society and processes birth, nurture, support and reward stealing. This is the true reality we are not willing to tell ourselves. So keep on the search for a saint.
