That might not be true in all cases.
For some major outing or event, some celebrities wear rented clothes and these clothes are returned.
Designer houses do sponsor them by letting the celebs wear their cloths for free.

Also, their clothes can be restyled to form a new one.

Another reason is that celebrities have a wide choice to choose from their wardrobe. So wearing the same clothe rarely happens. Most celeb gift out or sell their old clothes.

In conclusion, celebrities are humans and they wear the same clothes twice but maybe not in public eye

They reuse them off-camera or gift their loved ones.

Some sell it second hand, some dash it out to relatives. Some donate to charity, like Michelle Obama. Others use it to decorate their wardrobe. Others simply wear it again but do not snap with it. They only snap once

They repeat cloths in real life, away from paparazzi/ cameras, and they give out to friends and families I guess.
And they rent clothes from designers for some occasions and return after use.
