I don't think Op wants to scare people from coming to Canada. Rather, the video is to show what to expect especially for people who have never experienced sub-zero weather before. Many Nigerians will be shitting in their pants during ordinary harmattan with temperatures at mere 15 degrees, when in Canada they are recording minus 30 degrees. In fact, I heard that a japa immigrant succumbed to the cold weather in Canada recently. Perhaps the deceased is like most Nigerians - before japa he never even own a sweater nor heard of body warmers in his entire life.

there is no one going to Canada or any country with winter that doesn’t know. They all buy winter jackets in yaba or kantagira before going. Have you seen any who travelled with tshirt only in winter

So you know ALL the people who japa to Canada! There are people who have never stepped outside Nigeria before who japa in summer, so they don't need to buy okrika jackets before travelling. For folks like that it's when winter comes that they have first experience of shege cold weather.
