BENIN—A motion directing the Federal Road Safety Commission, FRSC, to stop the collection of driver’s licence fees as it is a tax/rate to be collected by state governments in the country is expected to come up today before the Edo State House of Assembly.

Sponsors of the motion, Mr. Momoh Abdul-Razaq (Estako West II), Shaibu Philip (Estako-West II), Oghuma Johnson Egwakhide (Estako Central), among others, said the state was being denied N650 million annually from the over 100,000 drivers’ licences and vehicle plate numbers issued in the state.

According to them, the Taxes and Levies (approved list for collection) Act No 21 of 1998, Part II, expressly stated that road taxes and other taxes incidental to it shall be collected by state governments.

The sponsors of the motion said that before the advent of the FRSC, motor licence, driver licence and other incidental road taxes and rates where collected by the various regional and state governments. They added that this position was not changed by either the Taxes and Levies Act, or the Joint Tax Board.

Insisting that whereas the creation of the FRSC was to provide uniform licenses and plate numbers in the country, they lamented that the FRSC had inadverten-tly usurped the rights of the state governments to collect the revenue accruing from there.

Seems like some people have started waking up from their deep slumber. FRSC has no mandate to collect license fees. That responsibility is within the purview of the local and state governments.

Drivers license is a municipal responsibility NOT the FG. That is exactly what I've been saying, state govt need to start stripping FG some of its responsibility. This is the responsibility of the state govt, and should be done as such. There are no federal roads within the states and even if there were, state govt exercise jurisdiction over their state responsibility. However, state govt should immediately assume the responsibility of issuing license and registration. This is good precedence, very soon other states will follow; FG is gradually losing grounds on certain responsibility.
