A jail/Gaol is a specific building that contains cells used for confining prisoners.
Can be used interchangeably with prison i.e He was sent to jail/Prison
Jail can also be a verb i.e He has been jailed

Prison means Jail, Jail means prison. Just that a prison may be larger than a jail but they are specifically built for the same purpose.

Op, this is your answer. Both jail and prison are used interchangeably but cells are small rooms that can be found in Police Stations and Prisons.

You are right to some extent but the bolded is not through. People can be in prison without being convicted. They call them ATM.
There are different set of people in Prison.
ATM, CM, Lifer and CC.
