Nigeria’s cost of producing crude oil has risen to about $40 per barrel, a report by the Nigerian Upstream Petroleum Regulatory Commission has said.

This is 300 per cent higher than the cost of producing the same crude in Saudi Arabia, which is $10 per barrel.

According to the NUPRC, rising production costs, coupled with volatile global oil prices, have made it increasingly difficult for Nigeria to remain competitive on the global stage.

“At an average of $25 and $40 production costs per barrel, the nation’s upstream oil production costs are among the highest in the world.

“This range is significantly higher than production costs in top oil-producing countries like Saudi Arabia, where efficient operations allow for costs as low as $10 per barrel,” the NUPRC said in a publication.

The commission worried that this discrepancy affects Nigeria’s ability to attract good investment and compete on a global scale, as high production costs can limit profitability for investors, particularly when global oil prices are low.

Our correspondent reports that if crude sells for an average of $75 per barrel, it means a producer might have spent more than half of the price on production.

The regulator noted that the country is not unaware of where the challenges lie.

“For a long time, it has identified many factors contributing to the high production costs. Many facilities, pipelines, and storage systems are outdated, leading to frequent maintenance needs and operational inefficiencies. Modernising infrastructure to cut down on repair costs, extend asset life and bolster productivity is therefore crucial.

“Oil theft and pipeline vandalism are another setback that impacts operational cost in the sector. Nigeria understands it must develop urgent solutions to curb these menaces and continue to show its determination to address them. The enactment of the Petroleum Industry Act in 2021 marked a pivotal point in this regard,” the commission said.

The NUPRC disclosed that efforts are being made to reduce the production cost to $20.

“Since its emergence as the regulatory powerhouse in the upstream sector, the NUPRC has wasted no time in embracing the task of tackling existing challenges.

In 2023, barely two years after its institution, it drew up a 10-year roadmap as a comprehensive strategy to revitalise and return the oil sector to its glory days.

“In 2024, in a shorter-term focus initiative under the broader decade-long Strategic Plan, the NUPRC effectively rolled out its Regulatory Action Plan with one of its key objectives being to lower the production cost per barrel of oil to at least $20,” the publication disclosed.

It maintained that an oil industry lacking production cost efficiency as a core strategy will undoubtedly struggle to open up avenues for investments, retain higher profit margins, improve resilience to market fluctuations, and attain broader economic growth.

With oil accounting for around 90 per cent of Nigeria’s export revenue and a large portion of government income, it was stated that a high cost of oil production poses risks to the country’s economic stability and growth.

The regulator posited that the stakes for Nigeria to achieve the objective are high and although it is not an easy task, the short and long-term benefits of a reduction in production cost cannot be overstated.

“Firstly, lowering production costs will make Nigeria’s oil sector a more appealing destination for foreign and domestic capital. This can inspire the country to compete more effectively with other oil-producing nations and retain a share of the global market.

Similarly, by controlling oil production costs, oil companies can secure higher profit margins, even during periods of lower global oil prices.

“An increased profitability would ultimately benefit both operators and the sector, potentially leading to higher tax revenues and royalty payments.

A combination of these factors can significantly boost Nigeria’s foreign exchange reserves and strengthen its resilience in the global oil market,” the report said.

In layman's terms, when the cost of raw materials goes up, the price of the product goes up. However, I feel like we pay more for miscellaneous than the actual cost of production.
It was in the news recently where NUPRC read a riot act to the crude oil suppliers to sell crude oil to the refiners or risks their export license revoked. However, we must come to the reality that the business environment is as tough for the oil suppliers as it is as tough for the local refiners as well as the final consumers. In my own view, I think we should be paying way less for fuel, all things being equal, but we still have a lot to work on to ultimately reduce the cost of production which reflects in reduction of fuel at the pump price.

This is more like it, we need a more aggressive efforts to keep it lower at $20 max, compared to Saudi Arabia. A lot is working for Saudis in sustaining a lower cost of production. They hardly have to confront the behemoth of pipelines vandalism, crude oil thefts, low production, deliberate sabotage, security costs etc, these criminal activities increase the cost of production in Nigeria.
To be fair to NNPCL and to give them their flowers, we are beginning to witness frantic and concerted efforts towards turn around and reforms in the sector to conform with 21st century operational standards.

They have embarked on rehabilitating the pipeline networks across the country (given a completion period of 2-3years), rehabilitation of depots and very importantly, the newly commissioned production monitoring center. These giant steps are vital in the process of bringing down the cost of oil production.
Lastly, the average Nigerian has to have an attitudinal change towards vandalizing and stealing our national assets, stop letting your greed use you. It is the final consumers that bears the brunt of your criminal activities. Let's be patriotic as much as possible.

As usual anything from here always cost way more than the world average. Funnily, you’ll find some people that will defend this abnormally and say ehn, it’s the topography, bottle necks etc.

1km of a world class road will cost $30 in China or USA, in Nigeria it will cost 10X more and it will be substandard.

Watch out for those that will come out to defend or explain the corruption. They’re angry that Trump paused USAID money and have been spitting venom at every opportunity, but they’re not outraged by the corruption of their own government, in fact they try to explain it. People who are saying fuel price should come down to N200 are just a bunch of clowns. In the past, the federal government would have paid for subsidy to keep the pump price low. But it turned out that the subsidy payment was bleeding the economy. Right now, let market forces determine the price.

How can I explain this to laymen
Most rigs are either from Singapore, China, Aberdeen or USA.

Cost of transversing international waters to get a rig down here is factored in.
Cost of security is factored in.

Most chemicals like polymer come from Chile or India is factored in.

Diesel cost is factored in

Cost of cementing and cementing chemicals is factored in.

Cost of tubular, casing and tubings which are not produced in Nigeria is factored in.

Multiple settlements, unlike Saudi or ADNOC which are Emirates is factored in.

Access to cheap labour Indians and Pakistani is factored in.

Access to international markets is factored in.


Saudi has far more advantage in all this especially drilling materials and can afford to drill at 10 dollars per barrel

Mr Spokesman, the current NNPC are transparent enough to tell Nigerians how much of Importation that came in at a certain period. Even though, it is a fact, that presently, we cannot totally stop fuel Importation in a liberalized sector.

Can you please tell this honourable house, how much PDP spent on fuel Importation in 16years?

You argue like a retard. They say cost of crude oil production is higher in Nigeria than in any other place, you are calling pdp and talking about refineries. How is what you are talking about related to the matter being discussed? What brought pdp into it? If anyone is to make a difference, after spending like 10yrs in power, apc ought not to make any impact and change the narrative? Very daft argument you have there, extremely daft argument from a demented mind.
By the way, your party in power opposed deregulation while pdp was in power. The same man in power you are all dementedly clapping for for deregulation the downstream oil sector gather people in Ojota, paid and fed them to ensure the downstream was not deregulated killing the possibility of reviving the refineries. It doesbt occur to you that no sensible business man would invest his money in a regulated economy where he cannot recover the cost he put into production. Recent deregulation provided environment for private and other refineries to profitable work. Learn and stop arguing like one without brain.
