Text Of Gej's Address To The Nation- Imposes State Of Emergency In Some Lgas by unrattled: 5:11pm On Dec 31, 2011
The Nigerian presidency has just issued a proclamation declaring a state of emergency in certain parts on Nigerian as follows:

Fellow Nigerians, it has become necessary to address you on recent events in some parts of the country that have threatened our collective security and shaken the foundations of our corporate existence as a nation.

2. You are all aware of the security challenges which the activities of the Boko Haram sect have foisted on the country. What began as sectarian crises in the North Eastern parts of the country has gradually evolved into terrorist activities in different parts of the country with attendant negative consequences on our national security.

3. Government in an effort to find a lasting solution to the security threats occasioned by the activities of the Boko Haram sect, constituted a Presidential Committee under the Chairmanship of Ambassador Usman Gaji Galtimari, to ascertain the immediate and remote causes of the crises. While efforts are being made to implement the recommendations of the Committee, the crises have assumed a terrorist dimension with vital institutions of government including the United Nations Building and places of worship becoming targets of terrorist attacks.

4. While the search for lasting solutions is ongoing, it has become imperative to take some decisive measures necessary to restore normalcy in the country especially within the affected communities. Consequently, I have in the exercise of the powers conferred on me by the provisions of section 305(1) of the Constitution, declared a state of emergency in the following parts of the federation, namely:



(i) Borno State

a) Maidugiri Metropolitan LGA

b) Gamboru Ngala LGA

c) Banki Bama LGA

d) Biu LGA

e) Jere LGA

(ii) Yobe State

a) Damaturu LGA

b) Geidam LGA

c) Potiskum LGA

d) Buniyadi-Gujba LGA
e) Gasua-Bade LGA

(iii) Plateau State

a) Jos North LGA

b) Jos South LGA

c) Barkin-Ladi LGA

d) Riyom LGA

(iv) Niger State

a) Suleja LGA

The details of this proclamation will be transmitted to the National Assembly as soon as they reconvene from their current recess, for their necessary action.

5. The Chief of Defence Staff and the Inspector-General of Police have been directed to put appropriate measures in place to ensure the protection of lives and properties of residents in the affected parts of the country. I therefore urge the political leadership in the affected states and Local Government Areas to give maximum cooperation to the law enforcement agencies deployed to their respective communities to ensure that the situation is brought under control within the shortest possible time.

6. The Chief of Defence Staff, in collaboration with other Service Chiefs, has also been directed to set up a special force unit within the Armed Forces, with dedicated counter terrorism responsibilities.

7. As part of the overall strategy to overcome the current security challenges, I have directed the closure of the land borders contiguous to the affected Local Government Areas so as to control incidences of cross boarder terrorist activities as terrorists have taken advantage of the present situation to strike at targets in Nigeria and retreat beyond the reach of our law enforcement personnel.

8. Let me assure our neighbours, especially within the ECOWAS sub-region, of Nigeria’s commitment to its international obligations as provided by the ECOWAS Protocol on Free Movement of Persons. The temporary closure of our borders in the affected areas is only an interim measure designed to address the current security challenges and will be reviewed as soon as normalcy is restored.

9. I commend the efforts of our political leaders at various levels as well as our traditional and religious leaders for their support for the various conflict resolution mechanisms and peace building measures that have been initiated by this administration. We call on the citizenry to continue to provide useful information to our law enforcement agencies to enable us arrest the situation.

10. Terrorism is a war against all of us. I call on all Nigerians to join hands with government to fight these terrorists.

11. I wish all Nigerians a very happy New Year.

99% of people will not be able to decipher the motive behind this announcement at the time it was made. It is not a bad move in terms of tightening the noose around Boko Haram. However, you have to be forthright if you want to achieve anything tangible. We need to improve the capacity of the SSS, DMI and the NIA to deal with this threat.

As boko come up with counter plans and activate cells outside the declared emergency areas then what?  Should this not be a blanket declaration for the whole nation?

By taking this action GEJ is admitting that terrorists exist in North, East, West and South, and that it is not a northern region problem alone.  Therefore, if he sends counter terrorism force to go to north and deal with them with heavy hand, the north will expect the same response when MEND take up guns against Shell or BP, or when political faction riots break out in West.  Is that palatable to you in the West and in South, are you comfortable with that development?

We hardly can live one day as it is without harrassment from giovt security agencies, and now they want to add another layer. . . . A MORE DEADLY ONE.    GEJ does not counter terror force to wipe boko out.

This is just outright an insult for him to even say this.  As if illegal border crossing care what part of the border we close.

The continuous mass killing of Nigerians be it Muslims and Christians, especially the most recent that took place on Christmas day by coordinated bomb attack on our vulnerable populace of whatever religious background is disastrous, inhuman and quiet unbecoming. It is an act which must be condemn in strong terms. Those behind this selfish idea must know that they are not working for God and nor are they working for humanity or any fruitful ideology of breaking up Nigeria. Killing unarmed, defenseless and vulnerable individuals has never been an object of heroism, neither a success. The wicked looters and unrepentant corrupt leaders should have been the proper target of any attack or profound anger. All the same, transfer of anger or planned conspiracy; be it domestic or international would never hinder our good effort of pursuing prosperous Nation of our own, free from all this negative vices. Therefore we condemned in strong terms these attacks on our fellow brothers and sisters, and we call on government at all levels to rise up to its basic responsibilities of providing security of lives and properties of its citizens through addressing all issues comprehensively. The most annoying thing here is, this recent attacks took place in the Northern part of this country and majority of the victims are believed to be from the Southern part of Nigeria, yet not all of our so-called leaders can either immediately condemn this act in unison, nor commiserate with the families of those that lost their loved ones like in all similar previous attacks in Maiduguri, Kaduna and Jos, or even sympathized with the Nigerian Nation openly to make them change their wicked ways. Are former Generals, Politicians and past leaders still keeping a low profile to guard their wealth? Remember Ghadaffi and Mubarak what become of their ill gotten wealth.
What of our religious leaders and so-called Traditional Rulers? Cant for God sake these people intervene or even say something on the immediate causes and remote causes of these attacks? Look at poverty everywhere, misery, corruption, stealing, looting and man in humanity to man at all levels in a nation richly endowed. Does it mean we lack leaders at all levels who have the interest of the masses at heart? May Allah reward Sardauna, Murtala, Balewa and other good Nigerians? Ojukwu and Awolowo were greatly misunderstood.
Religion is never our problem and no nation has ever survived religious war. Our problem is corruption, the massive loot loot loot, chop chop chop ,bad leadership and mediocrity. See Ghana and Zimbabwe today, not to mention China, Brazil and Venezuela. Shame on all kangaroos who are parading themselves as our leaders. Shame on all so-called leaders who have stolen our monies and are now busy guarding their ill-gotten wealth, enough to make them turn their backs on their people and country to the doom that is being orchestrated by western powers. It is trite that one can only celebrate evil temporally, but one day those responsible for the near-death or break up of Nigeria and it evident ruins , shall be forgotten in the anal of history and the judgment of Allah and man shall catch up with them and all their benefactors. My heart pleads for this nation. If only the people can wad off tribal and religious sentiments!!! We shall salvage Nigeria

Another thing is the areas placed under this state of emergency is still too small I believe yobe state as a whole, borno state as a whole, plateau state, all these states as a whole would be a better thing to do so as to reduce migration of these elements

Whoever criticizes this move by GEJ, is not fit to post a comment in life. Bombings were taking place, they were complaining he's too slow, he's lame, he has no heart. Now he declares a state of emergency so the military can clamp down on the situation. som people are still complaining. for God sake what else do you want the man to do?!!! This is the best decision he can take as of now.
its amazing how nigerians behave, its not like GEJ inherited a country that had no challenge at all. Mind u i never voted for him, but we have to support him. i was amazed some days ago, when i read someone's comment sayin,'' he missed Abacha!'' I criticize the move.   State of emergency is a strategy, not an action.  The military does not need a state of emergency to execute a clamp down.  If their CiC call them out of barracks and deploy them into field it is just as good as saying "go demolish the enemy".  

What measurable outcomes can we expect out of a state of emergency?

l am of the opinion that the whole states and not just some LGAs should be placed under sate of emergency eg in 2010 january when the ccivil unrest started in Jos the govt placed jos town only under curfew leaving out Bukuru would you believe that very night bukuru that was not included was turned upside down

how can he declare state of emergency in sectionalised areas of a state, wy not be realistic in ur approach and declare it in the entire state. dont the other parts of that same state deservw to be protected too. do they first have to be casualties before he realises he shud protect the entire area. who advised him on this issues anyways.

WE THINK THE PRESENT LAWMAKERS IN NIGERIA FULLY REPRESENT EVERY PERSON IN THIS COUNTRY AND THEY SHOULD TRY TO SUMMON PRESIDENCY ON

THE ISSUE OF BOKO HARAM ACTIVITIES THAT AFFECT NOT ONLY THE STATES THAT WAS TODAY DECLARED STATE OF EMERGENCY BUT ALL THE

CITIZENS OF THIS COUNTRY.

WE NEED LAWMAKERS FULL ACTIONS AS URGENTLY AS POSSIBLE. THOUGH I WELCOME GEJ ACTION.

WE DO NOT ALLOW BAD ELEMENTS FROM ANY COUNTRY TO COME AND KILL US

Fellow compatriots, Irrespective of our political differences and our sectional affiliation, irrespective of whether we voted for or against GEJ,
Our country is under attack from those who want to bring us down to our knees and cut all the ties that bind us, so that we can no longer act as one.
Now is not the time for bipartisan machinations or tribalism, now is the time for us to unite behind our President no matter how incompetent we think he is.
Let us support and pray for him as he fight for our future, let us bear in mind that yes ethnicity and religion may divide us, yet geography, common history and the same aspirations has brought is into this century as one indivisible nation, a nation that our fathers sacrificed their lives to ensure that it stay thus.
 An attack on any region or followers of any religion is an attack on all of us. My Fellow countrymen, Unite behind our leader as we approach these dark days ahead.
