You can't please people sha, the subsidy rose by over a trillion, if GEJ was eating of that money do u really think he would fight so hard to remove it? Lets start thinking critically people don;t just accept what people say as the truth actually think if it makes sense before you accept it.

Whether the money is being stolen or not is not the issue here, the issue should be that there is an opportunity for money to be stolen through there. And that is why they are removing the subsidy. You can say we should prosecute the criminals but in reality the vast majority of Nigerians are criminals so you will just be running a never ending cycle of replacing personnel and them stealing. what we need to do is change ourselves before we try to change government because we ARE the government.

You may say you are not corrupt but how many of us take bribes, kick backs and accept shady deals, and even if you are not doing it your fathers, mothers, brothers and sisters probably are and what have we done about them? absolutely nothing. instead we sit back and enjoy their spoils. It starts with our children, we employ "lesson teachers" who do their homework for them, and then they go through life cutting corners and thinking that's its ok because they got taught that at an early age.

Lets stop fighting the wrong battles, lets start at the root of the problem and face reality.

Beaf:

This is exactly why GEJ is deregulating. NNPC is going to be scrapped after PHCN.

No ! This is not exactly why GEJ is deregulating. He is deregulating because the fuel subsidy is unsustainable. Furthermore, the NNPC needs not be scrapped, it can be stripped down to act in a regulatory capacity similar to that of NNPC; this will save cost.

Beaf:
Corruption and disfunction of this magnitude are some of the things Nigerians should be protesting about. They shouldn't be protesting about the medicine.

They are. It so happens that dysfunctionality is the reason why the federal govt implements a good policy woefully. To that extent, protesters are justified.

Beaf is correct 100%. Said it after the last townhall meeting in Lagos and disappointed that no one raised the issue of government's exit strategy. NNPC is like the beloved pet dog that has mauled the baby next door. It must be put down no matter. As long as the organisation remains in its all powerful monopoly even the Pope will be corrupted by it. Like someone said this morning. You cannot be a player and referee at the same time.

To strengthen this strike action, I am glad that NUPENG are about to join.
However, NLC will get more results if Boko Haram and Kidnappers join in the "war against subsidy"

How?

1.Let Boko haram do what it knows best(Bomblast & smoke) in the Abuja and everywhere these FG officials and President breathe.

2. Let Kidnappers kidnap Jonathans Mum(if she is alive), and other family members of the foolish PDP senators.
Then give the condition for their release as reversal or suspension of the removal of oil susbidy
You will all be surprised that within 24hrs Jonathan will yield to our request.

JONATHAN SHOULD HAVE LEARNT FROM WHAT HAPPENED TO LYBIAN AND EGYPTIAN LEADERS

Please , pass this message round to your neighbour if they are members of Boko-Haram or Kidnapping community

Refine Crude Oil

Findings

Low capacity utilization of the refineries:
- Capacity utilization for the four refineries
in 2008 and 2009 are estimated at 25.3%
and 11.2%
respectively.
- The low capacity utilisation was attributed
to partial/ complete shutdown of processing
plants at the refineries as well as pipeline
vandalism.

Implications

Continued dependence on imported
petroleum products to supplement
local production. High refinery overheads with low
profitability.

Recommendations

Turn-around-maintenance of refinery
processing plants to improve capacity.
Ensure continuous monitoring/ surveillance of
pipelines to reduce the frequency of occurrence
of pipeline vandalism.

Monthly Production Quota

Findings

Poor data management
- No centralized location for storing
electronic copies of historical production
and allocation data. These information are
stored on personnel (individual)
workstations
.

Implications

Potential loss of historical
production information in event of
staff turnover or system failure.
Difficulty in retrieving prior
documents/ reports.

Recommendations

Documents should be maintained in a central
location.
Implement procedures for ensuring effective
and timely filing/storage and back up of
documents
Ensure periodic system back-up to minimize
data losses

Some entities (global banksters?) are getting a free ride (earning interest) on these funds for up to 4 months.

Remit Funds into Federation Account

Findings

From our review of the cycle time for the
remittance of domestic crude cost into the
Federation Account, sweeping of funds took an
average of 110 – 120 days as against the 90 day
credit line offered to NNPC.

Implications

Federation might be deprived of
timely utilisation of funds.
Non compliance with contractual
agreements.
Unauthorised extension of credit to
NNPC.

Recommendations

Review and update remittance process to
ensure timely remittance of funds.
Define KPIs for sweeping of funds into the
Federation Account.

Process Customer Invoice

Findings

Poor data management:
We observed that documents are not
adequately filed and some documents are
stacked in bags.

Implications

Difficulty in retrieving supports for
past transactions.
Increased risk of misplacement of
documents.
Lack of supporting documents to
present in cases where transactions
listed on invoices are disputed by
Marketers.

Recommendations

Implement procedures for ensuring effective
and timely filing/storage and back up of
documents
Explore implementing a document
management system to reduce the use of paper
in the process flow.
Timeline for filing of all documents should be
clearly defined and monitored to ensure
compliance.
Ensure periodic system back-up to minimize
data losses.

Findings

Sub optimal utilisation of technology:
Prominent usage of excel sheet for various
transactions.
Lack of integrated systems to enable end to
end monitoring, reconciliation and tracking
of transaction.

Implications

Increased risk of errors from data
transcription/ transposition.
Long cycle time for execution of
transactions.

Recommendations

Ensure speedy implementation of ERP solution
(SAP) across the Corporate Headquarters as
well as the subsidiaries.

GEJ has sworn to some deity to continue feeding the group that fed his campaign. The CBN (whose governor he cannot whimsically replace) has warned that this volume of subsidy cannot be sustained, otherwise government will go flat broke.

As GEJ is determined to keep to his oath, he must pass the cost to the Nigerian people. Hmmm.

Lets see how this might play out. How else can one explain GEJ's sudden hardline attitude? Something he is not known for.

Now I'm counting his Hennessey bottles,

WAIT A MOMENT….IF U READ THE REPORT, U WILL UNDERSTAND THAT PPPRA APPROVED BETWEEN N23B TO N25B MONTHLY SUBSIDY PAYMENT. IF U DO UR CALCULATIONS, IT GIVES U A TOTAL FIGURE OF AROUND N300B PER YEAR SUBSIDY PAYMENT…. THE QUESTION IS, WHERE DID GOVT SPEND THE N1.3T THEY HAVE BEEN CLAIMING TO HAVE BEEN SPENT…, NOW I UNDERSTAND WHAT EL-RUFAI SAID TODAY THAT THE TOTAL SUBSIDY BILL IS LESS THAN N400B PER YEAR. SO WHAT HAPPENED TO THE HUGE DEDUCTIONS MADE FROM THE FEDERATION ACCOUNT IN LATE LAST YEAR. IS IT THAT GEJ & CO SHARED THE MONEY OR THAT IT’S A MADE-UP STORY TO PUSH FOR SUBSIDY REMOVAL…, THAT SHOULD BE THE MAIN ISSUE HERE….SO MANY THINGS ARE NOT ADDING UP

Loss of N3.7tr to illegal bunkering
31 May 2011
Author: No Author
Country: Nigeria

ILLEGAL bunkering, the act or process of unlawfully supplying a ship with fuel, has become an endemic problem in Nigeria. The Nigerian National Petroleum Corporation (NNPC) usually issues bunkering licence to oil servicing companies to bunker vessels on Nigerian waters after fulfilling specific operating conditions and payment of requisite annual fees. The licensed operators receive payment for their services in foreign currency and pay requisite taxes, levies and dues to the Federal Government.
Illegal bunkering has assumed a very wide dimension in Nigeria . Any activity that involves sale of refined or crude oil to ships without NNPC licence, authourisation or without payment of taxes, levies, and dues to government can be classified as illegal bunkering. According to a report prepared by the Maritime Industry Advocacy Initiative, Nigeria currently loses 600,000 barrels of crude oil daily to illegal bunkering . At the current price of N112.52 per barrel, N3.7 trillion or $24.64 billion is lost annually in revenue to illegal bunkering.
We recall that in 2009, the NNPC disclosed that 1.7 million barrels of crude oil were lost between May and June. Official statistics showed that in 2001 alone, illegal bunkering accounted for a revenue loss of about $30 million and by 2003, the figure had soared to about $1billion.
The colossal loss of revenue accruable to government which has been on the upward trend over the years, is indeed, worrisome. While illegal bunkering brings huge profit to Nigerian syndicates and their unscrupulous foreign trading partners, a large number of Nigerians wallow in abject poverty and misery. Late President Umaru Musa Yar’Adua described illegal bunkering as “blood oil’ akin to the trade in “blood diamonds” that fueled the bloody civil war in Liberia and Sierra Leone. He called on the international community to help Nigeria to bring the illegal trade to an end.
The call on the international community for help is still valid today due to the complex “modus operandi” of the trade that turns illegally stolen crude oil from Nigeria with forged or no title documents to legal commodity in the international market. Stealing and illegal sale of Nigeria's crude oil are perpetrated by powerful Nigerians with the connivance of officials of international oil companies, government officials, security agencies , and ship captains while officially selling crude oil to legitimate buyers. That is why it is extremely difficult to track down perpetrators of the dastardly crime against the government and people of Nigeria.
The syndicate consists of powerful and well connected Nigerians many of whom are capable of destabilising the country if serious attempt is made to stop the trade. That is why it appears the federal government tends to be very careful in tackling the delicate matter in spite of billions of US Dollars that are lost annually by Nigeria.
However , many of the Niger Delta natives that engage in illegal bunkering do not see it as stealing . They claim that they are taking crude oil resources which according to them, are legitimately theirs but are inequitably distributed by some characters in the country while they suffer environmental degradation with no meaningful development in their areas.
It seems that illegal bunkering in Nigeria has become a problem that continues to defy lasting solution due to the fact that the international community seems to give a stamp of legitimacy to the sale and purchase of stolen crude oil once the commodity is traded on international waters, especially at the Togo Triangle. And because of the legitimate classification of the transaction, proceeds of illegal bunkering are freely transferred back to Nigeria by foreign banks without being classified as proceeds of illegal business.
The only way to tackle the problem of illegal bunkering is to address corruption in the oil sector through tough regulatory framework. Also, indigenes from the oil producing areas should be appeased by giving them greater stake in the ownership and control of the mineral resources in their respective areas through Constitutional means. This seems to be a more realistic way of ensuring equity in the distribution of national wealth in order to curb illegal oil bunkering and mining activities that go on indiscriminately across the country.
Finally, the Federal Government cannot allow illegal bunkering to continue without finding lasting solution to the problem which is affecting the economy of the nation. More decisive steps should henceforth be taken to combat the illicit business while those found guilty in this regard, no matter how highly placed, should be prosecuted to serve as a deterrent to others.

This is crazy. we see how they continue to steal and rob this country blind. And the question is to what end. How much is enough. This strike over petrol subsidy is the trigger we may have been waiting for to call this Nation to order. That was the reason why we started the strike but we have moved past that. The questions is now. WHERE IS OUR MONEY? WHO HAS STOLEN WHAT? LETS BRING THEM TO JUSTICE. EXPOSE AND PROSECUTE ALL THIEVES.

Regarding the report being toned down, you have to understand that is was authored by an accounting firm. and by the nature of audits, you can't put things in absolute terms. you have to present a fair report that management then defends with a written response. I agree it appears that the tone is mild, I am sure the author would have loved to make more alarming remarks but legally they can't. They mainly observed after the fact and can't be certain they are absolutely correct.

I hope this opens our eyes to the level of corruption at the Federal level. but like someone before me said. Which one of us does not corrupt the system to favor their own cause? Lets start from within , from the people, don't pay bribe to the police, Don't inflate your p[rice based on the customer, be honest, serve your punishment when you offend and more importantly. speak up when you see corruption.
