[size=16pt]Unemployment Payment to Nigerian Unemployed graduates [/size]

Unemployed graduates in the country may soon start earning between N10,000 and N15,000 monthly salaries as a Bill seeking to provide social security for unemployed graduates and the aged scaled through a second reading yesterday at the Senate.

The Bill, entitled An Act to provide social security for unemployed graduates and aged in Nigeria, sponsored by Senator Anyim Udeh, has earmarked N12.7 billion for the scheme.

Leading the debate on the floor of the Senate, Senator Udeh said creating social security infrastructure for the aged and the unemployed graduates would curb crimes and other social vices, including reduction of mortality rate.

He said: The social security Bill is in compliance with section 14 of the 1999 Constitution. It is more so, because over 70 per cent of our people live below poverty level. Creating the social security scheme in which unemployed graduates and the aged will have minimum wage to live on will help tackle the problem of poverty.

Disclosing the cost implication of the scheme, Udeh told the Senators that an estimated N77 billion would be needed to run the scheme between 2011 and 2015 if the Bill was passed.

The Bill received the support of the Senators, but most of them warned against the abuse of the scheme and expressed fears on the ability of the Federal Government to implement it.

Senator Grace Bent (PDP, Adamawa South) in her support for the bill, decried the high rate of poverty in Nigeria and absence of social security scheme to address the problems of the less-privileged.

Bent said: Nigeria, before now, should have had this sort of legislation. A government that has vision and love for the people at heart should have this legislation. This Bill will solve the social security problems all over the place and reduce mortality rate in the country.


Before the second reading of the bill, President of the Senate, Senator David Mark while expressing concern on the rising number of unemployed graduates called for caution in the implementation process.

He said: We need to worry about the level of unemployment in the country. We need to worry about those going without a dime in their pockets. This Bill is not only for the unemployed graduates or the aged, every Nigerian should be able to have a platform that will guarantee him better living conditions.

All well and noble but where is the money going to come from? ? Do you know how many unemployed there are in Nigeria? We need an agressively prodevelopment budget. This drift into a welfare state is not sustainable. Crucify if you like but how long are we going to continue to bury our head in the sand?

Truly it is a great idea but we have no record of Nigerians themselves

u would be surprise how the system would be corrupt within months

people with jobs would say they have no jobs

some states would claim to have more unemployed gradutes than the whole Nigeria. thus collect more than what is allotted to them

C'mon! This is a GREAT idea.

So how do we gauge who qualifies? 12billion naira? Just out of interest how many unemployed graduates do you think we have? Multiply that by 10000 (not even 15000 sef). Didn't say the idea was a bad one, I said we need to prioritise and right now I rather we spend money on providing an enabling environment for job creation and business to thrive so that jobs will come, not focus the little money we have on paying the unemployed. Might not sound as noble or chivalrous as caring for the unemployed graduates, but for how long do you think we will be able to sustain this? The rest of the world is moving on and we can't even provide power for the citizenry, too significant a chunk of the budget is spent on paying salaries, and yet people shout they want development. The lifestyle we aspire to is not cheap! Good education, good infrastructure, health system, these things are not cheap. We need to invest for the future.

Nna mehn, 10-15k per month. Some employed graduates don't earn that much. Some guys go just resign fast fast to enjoy the largesse

Well, the same regime can be created for unemployed graduates.
The critics miss the point when they allege possible abuse. My question is, WHAT ABOUT POOR UNEMPLOYED NIGERIANS? WHO WOULD LOOK OUT FOR THEM?
If we are serious about doing something about them, the federal government will be forced to make it happen.
Abandoning them to the Hobbessian Nigerian jobless jungle is out of the question, else, be ready for more kidnappings, militancy and Boko Harams.

The best way to look out for them and solve the problem long term, is to go on an aggressive campaign of infrastructural development and providing opportunities for training that will provide them skills and create the environment for businesses to invest in the country due to reduced costs of doing business as a result of improved infrastructure. Hence keeping the skilled and providing them to use does skills to start a business or earn a living and add to the economy, not paying them to not contribute (through no particular fault of their own) wit money that could be spent on the alternative.

It's a great idea but dead on arrival.

For a country with no centralized database and no unique identifier for individual (like SSN in US), the scheme will turn to a ruling party scheme to embezzle more public funds. Is it not in this country that we have fake NYSC camps? You will be amaze at the number of certificates that will be bought to enjoy the largess. No government official can provide an authoritative figure on unemployment statistics in the country today. Infact, people working will even be collecting it while the main guys, the unemployed will be struggling to have a cut of it. We don't even know our actual population, a case challenging the figure is still before a tribunal.



Good idea, good move but a genuine database be first set up before implementation, otherwise it will turn to another NAPEP with no positive impact.

If this are to serve as mere hand outs . .how long do they hope to do this and how many Nigerians would benefit these hand outs . . we have millions out there, how do they hope to accommodate them all . . .cries of marginalization would still surface at the end of the day . . .

If the NASS are very serious about concerns of the masses . .then they should: -

1) Pass the PIB law . .

2) Remove that gaddem immunity clause

3) Slash their alarming allowances and legal largeses they current enjoy

4) Seek to tone down the federal character policy that has aided the legality of the waste in maintaining 42 ministers, people not qualified to handle certain employment picked because they must fulfill certain constitutional requirements

4) Create enabling laws that would favor business entrepreneurship

And not by recycling cheap shallow methods that do not solve the underlying challenges to economic growth . . .

That is not a question for me. However, I think you really underestimate how poor this country is. Some people throw in those most patronising of words "potential" and we all start jumping up and down. Nigeria is poor! It is like a woman having to choose between wether to use the little water she has to cook or have a bath. We are that poor. What was our last budget worth in spending? This is about prioritising and the ideal, not shouting "they chop our money". We need a situation whereby the private sector is buoyant enough that we don't rely so heavily on government being effective anymore. More money to flow around for people, healthier economy. To do that we need to invest very heavily on infrastructure with the meagre resources we have and try to find new ways of generating money.

socialising the economy further in this manner will be a mistake,  it would further weaken the already shaky structure of the economy. besides, asking able bodied men & women to qeueu on a monthly basis to receive free cash will send out the wrong message. also the amount required to fund the process will prob double every year due to corruption & soon it would overwhelm the government. the best way to create jobs is to liberalise the economy in a transparent & responsible way; invest heavily in education, infrastructure & security; plus crackdown on corruption.

That money used to pay unemployed, if you had your macro and fiscal polices in order, there wouldn't be need to pay "graduates" who are unemployed. Certificate forgery is about to be at its peak, I pity my dear country. cry cry cry

I personally think that this is a great idea, but I'm not unmindful of the Nigerian national REALITY.
It would be next to impossible to implement because of the contradictions in the Nigerian nation.
The simplest things are ever most difficult to implement in Nigeria.
Oh well.

The same people calling for fuel subsidy are against this, and I'm laughing.


Speaking for myself, I am not against removal of fuel subsidy in theory. As long as the money would be spent diligently and congress and the executive are willing to accept a significant reduction in their wages and allowances. Nigeria needs money for development. I was even irritated when I heard Amaechi was planning on adding 4naira subsidy when the government wouldn't back down. We can't maintain this lifestyle, we are a poor country that need to start investing for the future not living with short term and myopic solutions.

It's a dumb idea that most developed countries have not been able to avoid, because essentially, you are paying people to be jobless.  If you pay people to be jobless, then more people will want to be jobless.  Some of them would rather manage the amount than find something to do. It's dumb. Besides, most unemployed people have families to depend on. And those that don't have families can be helped by private charities. This sort of thing will increase unemployent and destroy family relationships and people's desire to help the helpless (if the govt is helping them, why should I care?) So even in the ideal situation, assuming there's no corruption at all, it's still a dumb idea.
