NNPC AND THE BANE OF TRANSFORMATION

As we enter into a new phase in the clean-up of the nation's oil and gas industry, which remains in the foreseeable future the back-bone of our nation's economy, it is import to note some salient issues attendant to the transformation that we seek as a nation in the oil and gas industry. These pertinent issues, like the on-going fuel subsidy probe, are not only essential for the growth of the sector and for attracting new investments, it will also create more jobs for our unemployed.

The recent events following the fuel subsidy removal has not only unraveled the corrupt dealings and weaknesses of the nation's oil and gas sector, but it has also brought to the front-burners the need to transform the sector sooner than later. No wonder the much debated Petroleum Industry Bill (PIB) is now open for a speedy passage with the inauguration of a PIB Task Force by the Minister of Petroleum Resources. One of the prominent changes the PIB will bring is the incorporated Joint Ventures (IJVs), as viable companies with their a degree of autonomy to operate NNPC's JV portfolios. The gas sector shall also be de-bottlenecked, freeing up more gas for power generation projects, thereby reducing gas flaring.

The Nigerian National Petroleum Corporation (NNPC) is and shall remain a cornerstone of Nigeria's oil and gas industry, as a regulator and player in a clean and transparent industry. The changes that are anticipated are however meant to sanitize and not to destroy our collective heritage. For without a strong regulator, the industry shall become a football field without a referee. Therefore, it is important we appreciate the essential role played by NNPC and it's subsidiaries in providing an enabling and regulated environment to do business in both the upstream, midstream and downstream sectors of the oil and gas industry.

This transformation must begin with the human capital. It therefore means that corrupt officials be shown the way out and new ones brought in. Nigeria is blessed abundantly blessed with human resources and we should tap into this to actualize this goal. This requires bringing in both new, qualified and experienced minds as well as training and equipping them to lead the transformation process, as the NNPC is obviously understaffed. The last concluded recruitment process was in 2006. Six years now, the corporation is yet to call new hands through the nationwide recruitment process.

It is worthy of note that the NNPC has in 2008 started a recruitment process, which was later botched. Another recruitment process was started in 2010 and up till date, successful candidates are yet to be called to resume duties. It is sad that in a nation where jobs are most needed and available avenues for job creation are not utilized. There is no better time than now for the NNPC to conclude the current recruitment process. It shall therefore be left with ample time to train and equip the new intakes properly for the task ahead, as the cleanup process continues.

Recently, the President recently directed all government ministries, parastatals and agencies with pending recruitments to conclude same, but this directive is yet to be followed to the later by the NNPC. With the huge resources already expended by the corporation on two consecutive nationwide recruitments, there is no justification for the continued delay in the release of the results of the last recruitment/interviews successful candidates issued appointment letters.
