If people are owing a person who is late are you saying his children and estate can't go and recover the money owed their parent.

You have an estate that includes all your assets and liabilities. First, debts are settled with assets in the estate. If your assets are greater than your liabilities, the net assets go to your heirs. If your liabilities are greater than your assets, your heirs get nothing. Your estate is bankrupt. Period. And your debts and liabilities are not transferred to your heirs. Never!
Now, if you have people owing you, that is a credit to the estate and the administrators/executors must include that as part of the assets of the estate. So yes, the money owed to the deceased is paid to estate and flows to the heirs.
What does a hospital gain by holding on to a decomposing corpse until their money is paid?
