A warrant of arrest has been issued against Allen Onyema of Air Peace Limited for alleged money laundering and bank fraud in the United States, court documents seen by PREMIUM TIMES showed.

The warrant was signed by Justin Anand, an American magistrate of the United States District Court of the Northern District of Georgia, on November 19. The warrant authorised U.S. Marshals Service to take Mr Onyema into custody.

PREMIUM TIMES could not immediately confirm Mr Onyema’s location as of Saturday morning, but he was seen at Transcorp Hilton in Abuja on Thursday.

The U.S. and Nigeria have a mutual legal assistance policy that allows both countries to extradite suspects facing criminal charges. Several Nigerians have been sent to the U.S. to stand trial for alleged fraud.

In August, Temitayo Fatunmbi was sentenced to four years’ imprisonment after being found guilty of $8.3 million fraud. His conviction in the U.S. followed his extradition from Nigeria.

The Economic and Financial Crimes Commission (EFCC) regularly arrests suspects wanted by U.S. Federal Bureau of Investigation for fraud or other criminal allegations.

It was unclear whether the U.S. authorities have sought an extradition of Mr Onyema as part of efforts to execute warrant of arrest issued against him.

Mr Onyema was indicted on Friday for allegedly laundering suspicious funds in excess of $20 million dollars in the U.S. Ejiroghene Eghagha, Air Peace’s head of finance and administration, was also indicted and an arrest warrant issued equally against him.

The two Nigerian business executives were accused of conniving to commit money laundering and bank fraud for several years. The U.S. Department of Justice made the allegations public on Friday, but did not mention that an arrest warrant had been issued for Messrs Onyema and Eghagha.

Details of the arrest obtained by PREMIUM TIMES said Mr Onyema used several non-commercial entities he registered to conduct commercial businesses in the United States.

The allegations also included how Mr Onyema facilitated fraudulent letters of credit to American banks to procure aircraft, equipment and luxury goods.

About $14 million traced to his bank accounts in the U.S. and Canada have been frozen as federal authorities pursue a final forfeiture order.

The seizure came after extensive investigation of how Mr Onyema allegedly conducted the fraud between 2010 and 2018.

Mr Onyema’s case comes as U.S. authorities are recording back-to-back successes in their clampdown on Nigerians suspected of fraudulent activities there.

The arrest of Invictus Obi for Internet fraud made headlines in early August. Mr Obi has been held in American jail until February 2020 when his trial would commence.

In the same month, nearly 80 Nigerians were indicted by a federal grand jury for alleged involvement in multiple layers of fraud ranging from romance scam to business email compromise.

Mr Onyema did not return multiple telephone calls and text messages seeking comments about the warrant. Mrs Eghagha was unavailable for comments.

But a statement by their attorney dismissed the charges as “strange” and “unfounded.”

The statement said both Messrs Onyema and Eghagha have built a reputation of honesty and integrity and will look forward to fighting the charges against them in court.

Governor Nyesom Wike of Rivers State has praised Vice President Yemi Osinbajo for the successes recorded by the Buhari government Social Investment Programmes (SIPs) in empowering the poor and improving the welfare of beneficiaries.

Governor Wike who was represented by Rivers State deputy governor, Dr. Mrs. Ipalibo Harry-Banigo commended the Vice President for the great work he is doing for the nation.

The encomiums by the Rivers governor comes weeks after the Emir of Daura, Alhaji Faruk Umar, commended Prof. Osinbajo for being the most trustworthy Vice President who has Nigeria’s best interest at heart.

He also lauded the Vice President for his loyalty and commitment to the administration of President Muhammadu Buhari.

Speaking during the Great Minds Summit in Port Harcourt, Rivers State, where the VP was Special Guest of Honour and delivered the keynote address, Harry-Banigo said Osinbajo has been doing a great work for the Nation, noting that the VP connected with all Nigerians everywhere he went.

“I remember vividly the effects of the Social Investment Programmes all over this country and Local Government Areas. I recall on an occasion, I had the privilege of riding with him (VP) in Bonny where I represented His Excellency, the Governor, at the flag off of the Bonny-Bodo road and we got to a section of the road and there were so many men and women carry N-Power placards and in all his humility, he stopped the convoy, he needed to come down and talk to them and ask them how the programme had impacted their lives.”

Expressing delight in Osinbajo’s presence in the State, the Rivers Deputy Governor said she believed that the Vice President “is a man whom God has given the vision and he is giving to the country what he knows, what the country should have as his own contribution of what God has blessed him to be.”

She added, “We are very proud and happy, honoured to have him in Rivers State and in this part of the State. In fact, Marine Base is a good place Your Excellency to come and talk to us, because he was asking me, ‘what section of this town is this?’ I said it’s called Marine Base. I had not gotten in the discussion of telling him about Marine Base, but I am sure the pastor sitting next to him would tell you how much several outreaches have done in the area. Only last week Sunday, I was speaking in a church in Marine Base and telling us how we have to reach out, reach in and reach further and see our churches not just as buildings, but as building without walls.”

The candidate of the All Progressives Congress (APC) in Kogi State, Yahaya Bello, has been re-elected as the governor of the state.

Governor Bello was returned elected on Monday by the Independent National Electoral Commission (INEC), having scored the highest number of votes in the keenly contested poll.

The Returning Officer for the election and Vice-Chancellor of Ahmadu Bello University (ABU), Zaria, Professor Ibrahim Umar, made the declaration at the INEC office in Lokoja, the Kogi State capital.

The APC candidate polled a total of 406,222 votes to beat his closest rival, Mr Musa Wada of the Peoples Democratic Party (PDP) who scored 189,704 votes.

On her part, the candidate of the Social Democratic Party (SDP), Natasha Akpoti, garnered a total of 9,482 votes.

Professor Umar declared the winner following the collation of results from all 21 Local Government Areas (LGAs) of the state, an exercise which lasted more than 24 hours.

After several hours of collating the results from 19 LGAs, Professor Umar had announced on Sunday night that the exercise would continue on Monday morning.

Of the results collated before the exercise was suspended, it was a close battle between Bello who won 10 LGAs and Wada who claimed nine LGAs while Natasha had yet to win any local government.

At the resumption of the exercise, the results of the remaining two local governments – Ibaji and Lokoja – were collated, paving the way for the declaration of the winner of the election.

Announcing the final results of the election, the returning officer noted that a total of 1,646,350 people registered for the election while 636,202 were accredited to vote.

He explained that the margin between the winner of the election and the runner-up was 216,518 votes.

Candidate of the Peoples Democratic Party (PDP) in the Kogi West Senatorial District rerun election, Dino Melaye, has condemned the results, calling it ‘fictitious’.

Mr. Melaye who spoke to journalists in Abuja, alleged that the November 16 election was marred by compromise, extreme violence, and rigging.

“The innovation is that what we had is what I have christened ‘Helicopter election’. For the first time, rigging has been advanced to the level that now the use of a helicopter in perpetuating this electoral atrocity manifested yesterday.

“Helicopter hovering around Polling units in Lokoja, dropping bullets on innocent, harmless citizens and electorate; and as I speak, yesterday, teargas being fired from this helicopter.”

He added that the violence witnessed in his community should give the Independent National Electoral Commission (INEC) reasons to stop the collation of results on Sunday.

“Despite the fact that this helicopter was used in harassing, intimidating and firing innocent electorates, the votes of those places were carted away and taken to the government house, stuffed and brought back to the collation centre and they have been accepted and admitted and collation is ongoing.

“They brought mayhem on my own community and even killed my nephew, we are waiting to see what INEC will do, but I reject in totality, this fictitious result and I want to say that all these are not about the election, it is about Dino Melaye,” he stated.

On October 11, the Appeal Court ordered a rerun election in Kogi West Senatorial District between Senator Dino Melaye of the PDP and Senator Smart Adeyemi of the APC.

Mohammed Bello Adoke, a former Nigerian attorney-general, has been held in Dubai by Interpol, PREMIUM TIMES has learnt.

People familiar with the development said Mr Adoke was arrested shortly after arriving in Dubai on November 11. He had travelled there for medical evaluation after a court warrant for his arrest was vacated in October.

Justice D. Z. Zenchi of the Federal Territory High Court had in April issued a warrant for Mr Adoke’s arrest following an ex-parte application by the Economic and Financial Crimes Commission (EFCC).

The EFCC has been pursuing Mr Adoke over claims he was involved in the controversial Malabu Oil deal. Mr Adoke strongly denies links to the alleged fraud and has been on self-exile since vacating office in May 2015.

He has repeatedly cited a court judgment that said he could not be prosecuted for actions he took while in office based on presidential directives.

Justice Zenchi invalidated the arrest warrant on October 25 based on prayers from Mr Adoke’s lawyers who argued that the order was wrongfully procured.

The judge also asked the EFCC which seeks to prosecute Mr Adoke to serve him the court papers by substituted means.

In her ruling that day, the judge, after hearing the submissions of all the counsel, and upon perusal of all the affidavits in support of their motions, made the following orders:

“The arrest warrant issued for the arrest of the 4th-9th defendants in charge No FCT/HC/CR/124/2017 and to be executed by the police and the Interpol is declared null and void and of no effect whatsoever.

“Accordingly, the order of 17th April 2019 issuing a bench warrant on the 4th-9th defendants is hereby set aside and vacated.

“It is further ordered that the case be adjourned sine die until the prosecution takes the required procedural steps to effect service on the defendants herein.”

It appears the Nigerian authorities failed to update Interpol overseas of the development on the case.

PREMIUM TIMES learnt that Interpol officials in the United Arab Emirates, UAE, were shocked when Mr Adoke told them the warrant for his arrest had since been vacated and that there was no basis to hold him.

Our sources said Interpol authorities in the UAE have now requested the Nigerian authorities to officially update them on the matter.

The Ministry of Justice in Abuja has been working on transmitting the order to Interpol in Dubai to secure Mr Adoke’s release, but the process was being delayed because Attorney-General Abubakar Malami was not available, sources said.

Mr Malami could not be reached Sunday afternoon for comment. A spokesperson for Interpol told PREMIUM TIMES the headquarters cannot speak on Mr Adoke’s case because it specifically relates to the UAE.

Nigeria recently signed a mutual legal assistance treaty with the UAE that would, among others, ensure Nigerians accused of corruption and fraud, can be arrested in the UAE and deported to Nigeria to face prosecution. Such persons could also have their properties in that country seized.

The Edo State Chapter of the PDP has again descended on Gov. Godwin Obaseki, describing his tenure as a hardship phase for the people.

Addressing a news conference on Wednesday in Benin, the Chairman of the PDP in the state, Chief Dan Orbih, said that Obaseki had failed to offer leadership to make the people enjoy the dividends of democracy.

According to Orbih, the governor should face governance and stay out of the endless crisis rocking the state’s chapter of the APC.

Orbih, who has been a vocal critic of Obaseki’s style of governance, said his advice was imperative because the crisis in the APC had become a distraction for the governor, preventing him from offering meaningful governance.

He lamented that Obaseki’s three-year tenure had only brought agony and deprivation to the populace, denying them the benefits expected from democracy.

The PDP chieftain also advised Obaseki to desist from the “yearly jamboree” of inviting people for talks in the name of marking the anniversary but to channel resources to tackling problems.

“It is obvious that the APC has nothing to offer to the people of Edo State. As at today, Edo State is the only state where only a few elected members of the state assembly are sitting.

President Muhammadu Buhari has instructed the Central Bank of Nigeria (CBN) to make special funds available for the local production of textiles and garments in Nigeria.

Mr Buhari gave the instruction after declaring open the 31st National Education Conference of the National Union of Textile Garment and Tailoring Workers of Nigeria (NUTGTWN) in Abuja on Tuesday.

The theme of the conference is “Labour and Industry in the Next Level”.

The president who was represented by the Registrar of Teachers Registration Council of Nigeria, Segun Ajiboye, called on the Industrial Training Fund (ITF) to facilitate the training of textile industry workers to sustain current efforts at improving local garments production in the country.

He said his administration demonstrated its committed to improving industries in the country with the signing of the Executive Order 003.

Mr Buhari said the order mandates all procuring authorities to give preference to Nigerian companies and firms in the award of contracts, in line with the Public Procurement Act 2007.

The president said the CBN had signed a Memorandum of Understanding with the Nigerian military and paramilitary outfits, as part of efforts to revive the Cotton, Textiles and Garment (CTG) sector in Nigeria.

“After a series of engagements, the CBN initiated the signing of an unprecedented MoU between the Service Chiefs, chief executives of uniform services and textile garment manufacturers on enforcement of Executive Order 003 in support of local urgent procurement.”

The president also said there is a need to train the existing 40,000 garments and textile industry workers.

The General Secretary of NUTGTWN, Issa Aremu, commended the Federal Government for the closure of Nigeria’s land borders to end smuggling of goods into the country.
