We’re not creating new polling units anywhere—INEC As campaigns for next year’s general elections intensify, the major political parties and the electoral umpire, the Independent National Electoral Commission, INEC have been trading accusations and counter accusations on alleged plans to rig the elections. The Peoples Democratic Party, PDP, said yesterday that the move by the electoral commission to create polling centers in Internally Displaced Persons’, IDP’s, camps in the northern part of the country was a plot hatched by the All Progressives Congress, APC, in connivance with INEC to rig the general elections. INEC, immediately took objection to this accusation describing it as hate speech capable of putting its permanent and ad hoc staff at risk during the elections. The ruling party, in its reaction said Nigerians were bored and tired of PDP’s daily threatrics and challenged the party tell Nigerians why it should be voted back to power. INEC plans to rig 2019 elections for APC—PDP Firing the first salvo yesterday, PDP National Publicity Secretary, Mr Kola Ologbondiyan, at a press conference noted that all IDP camps in country fall within the catchment area of an already delineated polling unit. According to him, “for the purposes of emphasis, the PDP rejects all forms of fraudulent ‘special arrangements’ tailored to rig this election. Our party insists that elections must only hold in statutorily designated polling centers across our country. The PDP and indeed, Nigerians are not ready to accept any fabricated result from any illegal polling center created to assist President Buhari to rig the election” PDP alleged that the presidency had directed INEC to circumvent the checks by secretly opening illegal voting centers at the desert fringes and remote border lines with Chad and Niger, and use them to achieve its original plans to rig the presidential election. “Part of the plot is to use these illegal remote centers, which will not have functional Smart Card Readers, to allow unchecked voting by aliens, and under-age persons as well as provide the unlimited latitude for criminal allocation of fictitious votes for President Buhari and his party, the APC. “Furthermore, it is instructive to inform Nigerians that, as part of the presidency’s rigging plot, INEC has been instructed to deploy defective Smart Card Readers to IDP camps, particularly in some strategic northern states, to pave way for direct manipulations, including alteration of voter register and voting by unregistered persons, particularly, with the foreclosure of incident forms for manual accreditation. “This grand plot to rig is the essential reason President Muhammadu Buhari has deliberately refused to sign the amendments to the Electoral Act, which among other things checked manual manipulation by insisting on the use of card readers for biometric accreditation of voters and elimination of over-voting. “It is clear that the presidency is desperate to re-enact the same rigging scenario, which, in 2015, allowed 13.5 million unauthorized persons to participate in the Presidential election, paving the way for the illegal allocation of millions of fictitious votes to President Buhari and we urge Nigerians to unite in condemnation of this ignoble scheme. “Our party completely rejects the plan by INEC to substitute biometric accreditation with manual verification on self-recognition and thumbprint on the voters register. “Such primitive method of accreditation only opens the way for unlimited rigging, multiple, under-age and alien voting, as well as ballot stuffing which will afford President Buhari and the APC to manipulate themselves back to power against the wish of majority of Nigerians,” the publicity scribe stressed. His words: “I find it distasteful that Mr Kola Ologbondiyan can deliberately embark on peddling complete falsehood about the Independent National Electoral Commission in this manner, with the sole intent of discrediting all the good efforts being put in place to ensure credible 2019 General Elections. “The story about the possibility of so called Internally Displaced Persons (IDPs) located in Chad and Niger republic voting in the 2019 general elections was as a result of a misrepresentation of facts by a newspaper in its story on the Validation Conference in respect of the Framework for Voting for Internally Displaced Persons, held on12th December in Abuja, for which the Commission had to promptly issue a rebuttal. “Everybody knows that displaced persons living in foreign countries cannot be regarded as IDPs but refugees and there is no provision in our laws for any Nigerian living outside Nigeria to vote during the 2019 general elections. “But Kola Ologbondiyan has continued to insist that the Commission is planning to establish 30,000 polling units and give the so-called IDPs in foreign countries the opportunity to vote in the general elections. “What this man is doing, by implication, is to put the lives of INEC permanent and adhoc staff, especially the young National Youth Service Corps members at risk during the 2019 general elections with his continuous portrayal of the Commission as untrustworthy and fraudulent. “This is not what Nigerians need at this time. This is certainly not the way to be an excellent spokesperson. “INEC is not a political party. The Commission is not planning to establish any new polling units anywhere. Our only interest is to conduct free, fair and credible general elections in 2019 and we require the cooperation of all stakeholders, including political parties, to achieve this objective. “My strong advice to Kola Ologbodiyan is that he should stop what I can safely describe as hate speech against INEC, for the good of the country and democracy”, he stated. Afenifere chieftain and former lawmaker, Senator Femi Okurounmu, has denied the allegation by 93-year-old Senator Ayo Fasanmi, insisting that the Yoruba socio-cultural group has not endorsed Atiku Abubakar or any presidential candidate whosoever. Okurounmu also described Fasanmi as “a stooge” of the All Progressives Congress chieftain, Asiwaju Bola Tinubu. Okurounmu said this during a telephone chat with our correspondent while responding to an interview Fasanmi granted Sunday PUNCH, wherein he (Fasanmi) excoriated the leadership of Afenifere for allegedly supporting the Peoples Democratic Party’s presidential candidate, Atiku Abubakar. Fasanmi had accused Afenifere of supporting Atiku because of money. In his response, however, Okurounmu said Fasanmi, who was a senator from 1979 to 1984, had “allowed himself to be compromised by Tinubu and other APC governors” who he said “had failed to replicate the legacy” of the late sage, Chief Obafemi Awolowo. SEE ALSO: Fasanmi attacks Afenifere leaders for supporting Atiku Okurounmu alleged that Fasanmi was the one who encouraged Tinubu and others in the Alliance for Democracy to “disobey Afenifere during the 2004 party crisis.” The former lawmaker said rather than caution younger politicians, Fasanmi formed the Afenifere Renewal Group, “which had no connection with Awolowo’s philosophy.” Okurounmu said although Afenifere had made it clear that it would not be supporting President Muhammadu Buhari because of his negative views towards restructuring, the group had not yet endorsed Atiku or any other candidate. Okurounmu said the “APC and Buhari were diametrically opposed” to Awolowo’s ideology, especially in areas such as free and quality education and fiscal federalism. The Afenifere chieftain said that during his lifetime, “Awolowo stood against Buhari” and that “it would be unjust to use the late sage’s name to promote Buhari’s re-election bid.” He said, “Chief Fasanmi is someone I respect so much, but I am disappointed in him today. “First, he is not even a member of Afenifere. He left since 2003 when the AD governors rebelled against Chief Abraham Adesanya and tried to make private dealings with Obasanjo when they were seeking a second term and were, in turn, betrayed by Obasanjo and failed, except Tinubu. “So, Fasanmi cannot claim to be a member of Afenifere. Presidential candidate of Peoples Democratic Party, PDP, Atiku Abubakar, never told anyone he has been issued an American visa or planning a trip to the United States of America, a top official of his campaign organisation disclosed yesterday. The top official, who heads one of the major campaign groups for Atiku, described as unfortunate the media hype over Atiku’s ‘collection of U.S visa and planned trip’ to that country when the former vice president had not spoken to anyone about the two issues. The official, a former minister in President Goodluck Jonathan’s administration, told Vanguard on condition of anonymity, that Atiku was not one who would want to celebrate the issuance of visa, something he had obtained from many countries and had been flying around the world for many decades. “What is so important about a visa? And let me say that Atiku Abubakar did not issue any statement informing anybody that he had been issued a U.S visa and that he had planned to travel to that country to the best of those working with him. “We just do not know where the media got that information and immediately began to spread all over the space on Sunday until it got to our attention. It is not true that the presidential candidate ever gave such information to anyone,” he added. Reacting to claims by the opposition that Atiku was afraid of going to the U.S to avoid being arrested and tried for corruption, the official explained that there was no case against the former vice president in the country, adding that if there was any, that country would have raised issues against the former number two citizen of Nigeria. A two-year Senate investigation into foreign corruption has shed new light on two key players in one of Washington’s most infamous scandals of recent years — Atiku Abubakar and his wife, Jennifer Douglas Abubakar. Abubakar is the former Nigerian vice president who former Rep. William Jefferson (D-La.) was planning to bribe with $100,000 provided to him by an FBI informant, Lori Mody. Mody, a wealthy businesswoman, gave the money to Jefferson in a parking lot in July 2005, a transaction secretly videotaped by the FBI. When federal agents raided Jefferson’s home in Virginia two days later, they found $90,000 in his freezer. An undercover FBI special agent had driven Jefferson and Mody to Douglas' home in Potomac, Md., to meet with Abubakar just weeks before Mody gave Jefferson the money, according to legal documents filed by prosecutors. Abubakar was reportedly seeking as much $500,000 to help a company that Jefferson had a secret stake in win a lucrative Nigerian telecom contract. A federal investigation of Jefferson’s activities revealed a wide-ranging corruption scheme, and following a lengthy legal fight, the Louisiana Democrat was convicted and sentenced to 13 years in prison, the harshest punishment ever handed out to an ex-lawmaker. Neither Douglas nor Abubakar has been charged with any wrongdoing. However, the Senate investigation alleges that Douglas and Abubakar brought “over $40 million in suspect funds into the United States” from 2000 to 2008 — a prime example, according to investigators, of the ease with which so-called politically exposed persons, foreign officials and their family members, friends and business associates, can move money into U.S. financial institutions without explaining where the money came from. The investigation also “substantiated” a $2 million-plus transfer from Siemens AG, a German electronics company, into a bank account controlled by Douglas. Siemens pleaded guilty in Dec. 2008 to violating the Foreign Corrupt Practices Act and paid $1.6 billion in civil and criminal penalties. Sens. Carl Levin (D-Mich.) and Tom Coburn (R-Okla.), the chairman and ranking member of the Senate Permanent Subcommittee on Investigations of the Homeland Security and Governmental Affairs Committee, want Congress and the Obama administration to tighten restrictions on moving money into the U.S., and new report is designed to build support for such a move. Jefferson’s lawyers unsuccessfully sought to depose Abubakar and Douglas, as well another Nigerian businessman, as witnesses for the Louisiana Democrat’s trial, but they refused to return to the United States to be deposed or testify in the case. With tens of millions of dollars from shadowy offshore companies at her disposal, Douglas — Abubakar’s fourth wife — lived a lavish lifestyle in the U.S., according to the report.
