Crime / Who Is Qualified To Be Chairman Of Economic And Financial Crimes Commission (efc by Ikechukwu1st(m): 10:18am On Nov 25, 2020
WHO IS QUALIFIED TO BE CHAIRMAN OF ECONOMIC AND FINANCIAL CRIMES COMMISSION (EFCC)?

Section 2 of the Economic and Financial Crimes Commission (Establishment) Act 2004 generally refers to the Composition of the Commission

Section 2(1)(a) provides that a Chairman who shall be
(ii) a serving or retired member of any government security or law enforcement agency not below the Rank of Assistant Commissioner of Police or equivalent; and
(iii) possess not less than 15 years cognate experience

The key words are "a serving or retired member of any government security or law enforcement agency not below the rank of Assistant Commissioner of Police"

The draftsmen had in mind, a Retired or serving government security or law enforcement agency hence the intentional addition of such wordings. If they had in mind to include LAW OFFICERS like those in the Judiciary, they would have done so.

By the wordings of Section 2(1)(a) of the EFCC Act, Government Security or Law enforcement Agency refers to

1. Police
2. Army
3. Immigration
4. Navy
5. Airforce
6. NSCDC
7. Customs

Besides, elementary government taught us that the only arm of government you can appropriately find the security or law enforcement agency is the Executive. The Legislature makes laws while the Judiciary interpretes laws.

The addition of "not below the Rank of Assistant Commissioner of Police, is a subtle way of the draftsmen underlining their preference for a Policeman to serve as Chairman of the Commission.

In searching for the appropriate person to replace MAGU, let us be guided by provisions of our extant laws.

Let us also not forget that Anti - Graft Agencies not headed by Police officers have not done as much as EFCC. Find time to review what ICPC had posted as successes and you would agree with me that it is better with a competent police officer trained in investigation and crime audit.

REGION
A lot of Nigerians are already weary that choosing EFCC Chairman from a particular zone of the country whittles its credibility. It appears other regions are forbidden from heading the Commission.

MR PRESIDENT is humbly enjoined to please look at the panel report again and consider competent persons from other regions. This would help to rest the pain of marginalisation, it would soothe the nerves of the regions that feel annihilated, those other regions that feel displaced in a united Nigeria.

I'm the most prepared to replace Obiano in 2022- Chris Azubogu, Mr project

The member representing Nnewi North, Nnewi South and Ekwusigo Federal Constituency in the House of Representatives, Chris Azubogu, has said he is the most prepared to govern the state in 2022.

He said he had taken 15 years to prepare himself for the job.

Azubogu, stated this on Monday in Awka, the Anambra State capital in a chat with journalists.

He said some of the people in the race with him for the 2021 governorship poll in the state might be more educated than he(is) , but they were not as prepared as himself for the job.

He said: “In the last 10 years, I have held very critical government positions, and in the last 15 years, I have been involved in proffering solution to governance in this
state (Anambra) and Nigeria.

“Some aspirants in the race don’t understand governance; they come to learn on the job.

"I'm an engineer by training, I know how to press the right bottoms. I'm a 'professor' in public policy and fiscal management."

He said the bane of leadership in the country was that most people mistook philanthropy for good governance.

"Philanthropy is not good governance.
"I'm not seeking people's votes to be philanthropic. I'm coming to give good governance.
'I won't be that type of governor that would depend on federation allocations to pay salaries. With the revolution I will bring on board as governor, Anambra won't generate less than N10bn per month internally.

“Those aspiring to be governor of the state are very qualified, but the difference is that I am the most prepared for the task of governance. I want the people to give me the opportunity to reposition Anambra State. Anambra is supposed to be number three in the country after Lagos and Rivers States.

Reminded that scores of billionaires had indicated interest to contest the 2021 poll, Azubuogu said he had never feared giants in any endeavour he had face in life.

He said," It's not for nothing that my constituency had voted for me three times to represent them in the House of Representatives. Nobody in Anambra has matched that feat.

"And be reminded that my constituency is made up of three local government areas comprising Nnewi North, Nnewi South and Ekwusigo. I defeated many giants thrice to be were I'm today. I'm not afraid of anybody or any name", the lawmaker stated.

#Anambra: Private Sector is the key to our Economy - Azubogu

...Says without enabling Infrastructure, it will be difficult to attract Investment

... Calls for new tax regime that will energize private sector and not kill them

Engr Chris Emeka Azubogu while as a guest on a live Radio Program of Alpha Radio Nnobi, Anambra State recently, stated that Private Sector is the key the Economy of the state and went on to made other valid points while answering questions from the public.

Engr.Azubogu who is also the member representing Nnewi North/Nnewi South/Ekwusigo Federal Constituency while on the radio phone-in live programme, exhibited passion about Anambra Development.

"The state has been revolving around private sector which hold the key for the economy of state. But If you noticed, our private sector is currently faced with huge erosion of Infrastructural facilities making some of them to close down, while the surviving ones operate below. So, we have to create enabling Infrastructural facilities for the Private Sector thrive and create jobs in Anambra State" he said.

The phone-in programme that saw many callers asking questions, while others commending him for some of the projects he facilitated into Anambra State lasted for 1hour, 20minutes.

When a caller asked about increasing tax in the state especially on the traders and other businesses.

The Nnewi born data expert, Azubogu stated that "there is drop on revenue projections by govt across the country, but if the govt push the burden of quest to increase revenue on already WEAK businesses, these businesses will die and it will throw up more problems to the society like unemployment, crime etc. I rather suggest that we come up with new revenue generating strategy that will not hurt our weak private sector and also work on crashing the cost of running Government too" he said.

On the question about GDP, the man fondly called 'Mr Project', stated that GDP is not enough in determining development. According to him:
"You can have high GDP and still with poor development. GDP alone don't determine development. I am more concern about Human Development Indexes (HDI). How is our education sector, Healthcare, what of Poverty level etc."

Azubogu stated that public policies driven by individual(s), who don't understand it, always turn Public Policy to Public crisis.

"One has to understand complexities of Public Policies before the he/she can drive these policies to achieve its policy objectives. Without knowledge of public policy by the driver, it will end as a Public Crisis and this is one of the issue we face on our leadership enthroment in this part of the world"

The proponent of 'Help Is Coming', Azubogu also stated that the state's assets are the People of the state. But added that there is need to fashion institutional policy that will reflect the need to key the People into the knowledge economy.

"Knowledge based economy is the future and we have to invest in this line as a state" he said.

The Anambra born Federal Lawmaker, add that "Most of the things we import, are things we can partner with those foreigners and begin to manufacture them here locally and thing again take us to issue of Infrastructure and business growth policy. Our fiscal policy regime should also reflect our quest to drive manufacturing sector. He said.

On the Ongoing Industrial Park, Engr Azubogu stated that is in line with vision to create anchore Economic Hub within the state.

According to the University of Nigeria, Nsukka trained Engineer,
"The ongoing Industrial Park located at Unubi-Akwaihedi-Uga (Nnewi South and Aguata LGAs) is in line with the quest to create anchor Economic Hubs within the state that will drive SMEs around them. Apart from over 20,000 direct jobs and over 100,000 indirect jobs, Nnewi Industrial Park is projected to trigger growth of about 10,000 SMEs and we went anchore economic hub like this across the three senatorial zones of the state." 5th Oct. 2020

The member representating Nnewi North/Nnewi South/Ekwusigo Federal Constituency, Engr Chris Emeka Azubogu has called for new education policy that will be skill-driven instead of mere certificate acquisition.

The Anambra State-born Public Policy expert, in his goodwill message to teachers released through his media office, stated that we have to adjust our roles of engagement on education sector to be in line with today's realities.

"While I celebrate our teachers and salute their patriotic services while moulding our leaders of tomorrow, I wish to also add that we have to consider serious adjustment on education policy to effectively reflect skill development of our children," he began.

Engr Azubogu further stated that our nation or state cannot develop beyond our investment on teachers and entire education system.

"For example, we cannot be dreaming of building aircraft without considering investing on the teachers that will adequately train our children to that ability. No society can develop beyond her investment on development of her teachers and education," he added.

The Federal Lawmaker stated further that apart from constant payment of the salaries and other allowances, that there is need for constant training of teachers and align them to new realities.

"Payment of teachers' salaries and other benefits are very paramount but we shouldn't stop there. Issue of constant training of teachers should be critical too. Failure to train them on new realities amount to sabotaging the future," the lawmaker, fondly called Mr. Project, concluded.

"At full operational capacity, Nnewi Industrial hub will take over 150megawatts " he said .

Politics / Akwa Ibom Governorship Race And 'black Market' Court Order: by Ikechukwu1st(m): 4:39pm On Dec 01, 2014
Akwa Ibom State Governorship race and 'black market' Court order:

A plot by a desperate governorship aspirant in akwa Ibom State to clandestinely procure an exparte court order from Port Harcourt federal high court has been uncovered.

In suit number..FHC /ph /cs / 269 2014 Filed by one engr.  Okon,  apparently working for a guber aspirant the plaintiff is asking the court to authenticate his own delegate list as the true result of PDP ward Congress held on 1st November 2014.

Information available to us is that a mole in the campaign organization of the guber aspirant revealed this dastardly plot to a Frontline guber aspirant  who has put spanners to work with a view to ensuring that he is not short changed.

Meanwhile,  one Mr Akpan has filed another action in the same federal high court seeking to disqualify Mr.  Emmauel udom,  a guber aspirant in akwa Ibom State.

In affidavit deposed to by the said plaintiff, who claims to be a ward chairman of the guber aspirant' ward,  the plaintiff contends that the guber aspirant has no been a member of PDP for up to two years as required by the PDP constitution.

Curiously,  a check at the National office of the party by our source reveals that the guber aspirant MR.  Emmanuel udom has been granted waiver by the party.

Politics / Anambra State:tension As Apga's Delegates List For The Primary Doctored... by Ikechukwu1st(m): 1:05am On Dec 01, 2014
TENSION in APGA over Primary as governor move to ...

Controversies continue to trail the recently held ward congress of the All Progressives Grand Alliance (APGA), in Anambra state, as the results of the congress which took place on Tuesday November 25 and Thursday, November 27, 2014, are yet to be made public.

Sources in Awka, Anambra state, disclosed that in spite of the fact that that the governor of the state, Chief Willie Obiano, sent serving Commissioners to act as returning officers to the congress, the governor appeared not to be satisfied with the outcome of the congress, which observers say represent the will of the people in the various wards in the state.

Therefore in an apparent move to subvert the will of the people in favour of the governor's cronies, the Aguleri born governor, relocated to his village with the state chairman of APGA, Chief... Kwento, armed with the delegate list, with obvious intention to doctor the list against certain candidates which include Dubem Obaze, Mike Are, Maja Umeh, Victor Afam Ogene among several others who are contesting against the governor's friends.

For instance, in Anambra South Senatorial
District, the Governor Obiano has allegedly instructed that the list be doctored in favour of Chief Enest Ndukwe, former boss of the National Communication Commission (NCC),thereby shutting out Maja Umeh, Mike Are and others.

While in Anambra Nouth where the governor hails from, Patrick Obianwu has been penciled down over Dubem Obaze, for the senatorial slot.

Obaze, who was a Commissioner in Governor Obi's government in Anambra was also Obiano's director of campaign before his election.

In Ogbaru Federal Constituency, Obiano is said to have given instruction the the list should be doctored in favour of the Speaker Anambra state House of Assembly, Princess Chinwe Nwaebili, who is reported to be 'very close' to the governor, against the representative of constituency in the House of Representative, Hon. Ogene.

Many also attribute Obiano's interest in Speaker Nwaebili to the rumours of impeachment threat against him by the assembly which she is the lead.

In Anambra East/West, Hon Chriscato Amake is getting the ticket while Tabansi-Okoye is going to have that of Onitsha.

This obvious subversion of internal democracy is taking place in Aguleri under the watch of Governor Obiano and the APGA state chairman, Kwento behind the national chairman of the party, Chief Victor Umeh, who is in Abuja and even the national official of the party who were sent to Anambra to supervise the process.

These representatives of the National Working Committee (NWC) of the party are still holed up in Awka as they are yet to receive the 'authentic' list of delegates that will vote in the primaries scheduled to hold on Thursday, December 4, 2014.

The question is, can APGA survive some of these imposition ? Since we understand that most of the candidates they are positioning are not likely to win election.
