The Nigerian Senate is to set take away the ownership and responsibility of road construction, rehabilitation and maintenance from the Federal Government with a newly introduced bill.

The Chairman, Senate Committee on Federal Roads Maintenance Agency (FERMA), Senator Gershom Bassey, disclosed this in an interview in Abuja on Sunday. He added that if passed and signed into law by the President, the responsibility of road construction, rehabilitation and maintenance would be the duty of foreign and local investors.

According to Gershom Bassey, the PDP Senator representing Cross River South Senatorial District, the legislation was a no brainer as it was clear that the Federal Government was experiencing serious challenges carrying out this duty. Over the years, roads all over the country had gone terribly worse due to lack of maintenance by the various Governments, who are in charge.

Meanwhile, Mr Bassey, while speaking on the amendment of the Federal Road Maintenance Agency (FERMA) Act, said the Act stipulates that the Petroleum Products Pricing Regulatory Agency to remit 5% of its pump price template to FERMA, Punch reported.


However, the Senate disclosed that since 2007 till date, the accumulated sum, which has not been remitted by the PPPRA, is about N870 billion. He added that the lawmakers were fully convinced the Federal Government was incapable of fixing roads across the country with the funds from the yearly budget.

“The PPPRA has not remitted any amount to FERMA or to the state agencies since the law was signed. The last figure we had when we started our investigation was that the unremitted funds had accumulated to N870bn which is due to both FERMA and the states’ road agencies.

“We must find a solution. The new legislation that the Senate is working on now seeks to move road construction and maintenance of the federal budget and let the private sector come in. There is no rocket science here. This idea has been working in other parts of the world and it cannot be different in Nigeria.

“Money will automatically flow into our roads because the private sector will be willing and ready to invest since they know it’s a thriving business and they would recoup their money,” Gershom Bassey said.

The proposed bill is expected to draw a framework for the private sector to come through the creation of the Federal Road Authority (FRA) which would absorb FERMA. The Federal Road Authority would be funded through an infrastructure fund and will own all roads in the country, with its only priority being to deliver good roads all over the country.

Why Buhari declined assent to Fed Roads Authority, Transport Commission Bills

ABUJA— PRESIDENT Muhammadu Buhari has written the Senate, declining assent to Federal Roads Authority (Establishment) Bill and National Transport Commissions Bill 2018.

In a letter addressed to the Senate President, Dr. Bukola Saraki, and read by him, yesterday, at plenary, President Buhari said he refused to sign the Federal Roads Authority Bill into law because it would make the technical supervisory ministry, Transportation Ministry redundant.

On reasons for his declining assent to Federal Roads Authority (Establishment) Bill 2018, which was passed by the National Assembly, President Buhari in a letter dated December 12, 2018, said: “The establishment of the road sector regulator as a separate and distinctive body in Part 6 of the bill is capable of rendering the entire technical workforce of the supervisory ministry redundant.”

“The supervisory power of the ministry over the road sector would be taken over by the road sector regulator and will leave the ministry without the power to exercise its supervisory role.

“I am declining assent because, one, safety regulatory provisions enshrined in some sections of the bill, which are technical in nature fall within the purview of central legislations implemented by agencies such as Nigerian Maritime Administration and Safety Agency, NIMASA; Nigerian Ports Authority, NPA; National Inland Waterways Authority, NIWA, and therefore, should be expunged from the bill.



“Two, the percentage of the amount to be retained by the agency from royalties collected under section 19 (2)(d) should be reduced from 10 to five per cent.”

Section 12 (9)(2)(d) stipulates that a portion of the proceeds from royalties collected by the authority empowered to collect royalties from transport service providers should not exceed 10 per cent which is collected by service providers and concensionaries.


“Three, section 19 (2)(f) which stipulates charge of three per cent freight tariff stabilisation fee on all imports due and exports out of Nigeria including wet and dry cargoes should be amended and reduced from three per cent to one per cent as this is what is currently contained in the Nigerian Shippers Council, NSC, legislation.”

Psalm 145:9. The lord is good to all, he shows compassion on all he has made. This is the general grace every of God's creature enjoys. But your attitude towards God will determine how much attention you get from him. 1Samuel2:30, God said i will honour those who honour me and despise those who despise me. Isaiah 1:19, if you are willing and obedient you will eat the good of the land. No one is destined for destruction after the price Jesus paid for us on the cross of calvary. But you must work out your salvation with fear and trembling. Your level of repentance and obedience to God determines how much mercy he will show you. A broken and contrite heart God will not despise. When David sin against God. He broke down in tears and prayed for mercy and God showed him mercy. But in the case of Judas, he killed himself after betraying Jesus instead of asking God for mercy. So once attitude determines how he or she ends. God is never partial. He has given everyone free will to chose between good and evil.

That means God is selective of whom to show mercy to,why that?...are we not all his creatures?...we can see this in the case of jacob and esau...he showed mercy to jacob unlike esau...

Peter and judas iscariot...peter was showed mercy but judas was doomed to die...

And lots of biblical cases...

Not everyone will receive the mercy of God...some are doomed to die no matter how many years spent on the earth...God spares only those he wish to and destroy others...

Little wonders why someone will commit a particular sin,will go scot free but someone else that commit that same sin might die.....

So doesnt it mean that God is a partial God?...state your opinion without insults...

You have said it all my brother. They will not understand until they get a personal encounter. I once criticised speaking in tongues like them, until i got baptised by the holy spirit some years ago and began to enjoy the sweet experience of praying in tongues. Sometimes you find yourself praying for hours without getting tired. My prayer is for God to make everyone opposing speaking in tongues here have the same experience i had. God is awesome!

I know how it feels when you are aware that you have the capacity to graduate with an excellent grade but could not make it due to financial constrait during your school days. But i want to let you know that there is a God that can properly postion a man in life irrespective of his qualifications. My elder bro was exactly in your shoes, he is so creative and intelligent, but he graduated with 2:2 due to financial struggles during his school days, but his story has changed now. God has blessed him with a well paid and secured Job. You must understand that - It is not of he that willeth, nor of he that runneth but of God that showeth mercy. This is the time for you to connect closely to God and disconnect yourself from every thing that is contrary to his will. Trust God with all your heart and never rely on your ability alone. Pray until something happen. If there is a man to pray, there is God to answer. God will change your story this season. He will put a new song in your mouth and make a way for you even where there seems to be no way. Trust him and stay connected to him. Shalom!

U are very correct, but it takes 4years to qualify for promotion as from level 15-17. From level 7-14 takes 3years, while level 1-6 takes 2years. Thanks

Level 1-5 junior staff with o level certificate. Level 6 entry is for OND while level 7 is for NCE which is also the entry point for senior staff. Level 8 is for a graduate of bsc or hnd but some organisation start with level seven for hnd. Level 9 may be considered for some professional courses like ANAN, geologist, masters degree etc. Level 10 point of entry for a professional course like ICAN. Other grade is for promotion and point of entry for working experience. Working experience can also give you like from level 8- 10. You are entitle to write a promotion examination every 3 years till you reach level 17.

Sorry i am not here to argue, just trying to help. I was once in your shoes. Even when i got my appointment letter my expectation was high, because i knew some of my friends in some MDAs that were receiving above 100k at entring point. Let me educate you a little, it is true that some MDAs pay well. It is the salary scale that is approved and used by the MDAs that determines how much its emplyees get. We have salary scale like CONPASS, CONRRAIS, CONTISS, SS, CONUIS and so on. But the one i am talking about now is CONPSS. This is the one My agency and NRC uses. All MDAs on CONPSS pays the same salary at entry level which i stated in my previous post. Just pray to get the job first, As soon as minimum wage is increased salaries will improve.

That is not correct. I currently work with one of federal govt MDAs with the same salary scale with NRC. Level 08 step 2 on CONPSS salary scale take home 49k and some fractions after deduction. Just pray to get the job as years goes by your salary will grow. All the best!

A lot of Nigerian workers are good in hiding the real salaries they earn. I repeat, no GL 08 worker in any federal parastal/corporation in Nigeria earns less than N80,000 monthly. Anything less than that is a product of internal fraud.

Pls does it require scanning and uploading of ssce result before registeration can be completed? Or just to fill in the exam details and grades like before. Pls i need an urgent reply from those that have completed their registeration. My younger one is contemplating on whether to go and get her original ssce result first or go for jamb registeration first since she has her exam details and grades.
