Amedian:I am replying you only because you said you are subjected to learning. Normally, I suppose ignore you going by the first sentence of your quoted post. That said, there is a difference between "civil servants" and "public servants". I expect you to Google and learn. Civil service is a microcosm of Public service. This increase in CONPSS is the aftermath of the resolution of the Presidential Committee on Salary Harmonisation which was set up to look into the huge disparities in the existing salary structures within the public service. I imagine they realised that they cannot dictate to the self-funded agencies what to pay their staff, and it is also obvious that among the entire streams of salary structures in Nigeria, the CONPSS was (and probably still is) the poorest. The only sensible thing to do was introduce a peculiar allowance for CONPSS. Increasing the general wage will mean all structures funded by the treasury would have been affected (as it always is with every minimum wage increment), hence they touched only the allowance of one salary structure, the CONPSS otherwise known as CONSOLIDATED PUBLIC SERVICE SALARY STRUCTURE. Now, don't be deceived by the PUBLIC in CONPSS, it's only meant for civil servants in Ministries (excluding Justice, Petroleum Resources and Aviation) and corporations or agencies that adopted that structure such as NTA, NIPOST, FRCN, NPC and over 50 other agencies. Corollary: please take a look at the CONPSS as approved after the 2019 minimum wage increment, is that what you are earning under CONHESS? Minimum wage will be reviewed next year and it will affect all salary structures funded by treasury, not just CONPSS alone this time. 11 Likes

The former asserts they are the highest paying while the latter suggests that they could be in the league of high paying... Still, I won't place PENCOM among the first 15 in terms of remuneration. Gensanusi:ALL agencies that use CONPSS is what I said. It's not negotiable. Barristers, Engineers and Medical Doctors are not placed on regular entry level in public service. Take that anywhere. 5 Likes |

Amedian:You are under CONHESS yet you are saying CONHESS is also under CONPSS? Sincerely, half-baked information is much worse than no information at all. For the records, CONHESS is not under CONPSS. Both CONHESS, CONPSS , CONMESS and all the other structures you mentioned earlier are all separate salary structures funded by the national treasury. That is why they are under IPPIS. The next set are the special salary structures funded by the national treasury i.e CONNIMC, CONNASRDA etc. The self funded agencies like NPA and FIRS are not under IPPIS because they don't depend on government to pay salaries. 6 Likes |

Gensanusi:Engineers employed in Ministries or agencies that uses CONPSS are placed on level 9, same level as Master degree holders of other disciplines. Promotion for senior staff between level 08 to 13 is 3 years but Engineers get promoted to level 10 after 2 years. It's one of the things COREN was able to advocate and convince the government to implement. Medical doctors are placed on level 10 on first appointment. 1 Like |
