Buhari appoints Prof Godswill Obioma as new NECO Registrar President Muhammadu Buhari has appointed Professor Godswill Obioma as the new Registrar and Chief Executive Officer for the National Examinations Council (NECO). Godswill Obioma According to the Nation, the appointment was approved in a letter dated 15th May 2020 with Reference No: FME/PS/396/C1/1/134 and signed by the Minister of Education, Mallam Adamu Adamu, the letter stated that the appointment which is for an initial tenure of five years takes effect from 14th May 2020. In a statement signed by the Head of Information and Public Relations Division, Azeez Sani, the Registrar officially took over the affairs of the Council from the former Acting Registrar, Mallam Abubakar Gana on Friday, 22nd May 2020 at the Council’s headquarters in Minna. The National Universities Commission (NUC) has given full accreditation to all the academic programmes in the Faculties of Law, Dentistry, Basic Medical Sciences and Social Sciences of the Obafemi Awolowo University (OAU), Ile-Ife. This was contained in a statement issued by the Public Relations Officer (PRO) of the university, Abiodun Olarewaju, and made available to the News Agency of Nigeria (NAN) on Wednesday in Ile-Ife. He said that the NUC, with the statutory mandate to accredit academic programmes in all Nigerian universities, had fully accredited all the programmes. Reacting to the accreditation, the Vice-Chancellor of the university, Prof. Eyitope Ogunbodede , lauded the patriotic zeal of the Professor Abubakar Rasheed-led NUC. Ogunbodede praised NUC for giving in its best to ensure that all academic programmes being run by the universities in the country were of international standards. He also appreciated what he called the institutional spirit of the institution’s Governing Council, led by Dr Yemi Ogunbiyi , the Senate as well as all the departments, faculties and alumni associations. The vice chancellor said that their commitment had assisted, in much greater measure, in putting all the necessary facilities in place, which eventually culminated in the accreditation of all the courses, particularly those with initial outright denial or partial accreditation. “With the latest accreditation of 42 undergraduate programmes, all the 107 programmes in the university are now accredited,” he said. Ogunbodede pledged that his administration would put in more efforts at ensuring the sustenance of the high moral, academic and cultural standards which the university was noted for. He called on stakeholders in the education sector to do all within their powers to assist the university in putting in place more structures and infrastructure. The Minister of the Federal Capital Territory (FCT), Mohammed Bello says 23 more coronavirus patients have been discharged in Abuja. The minister announced this on his Twitter page on Sunday, May 17, 2020. He said 11 of the patients were discharged on Saturday, while 12 more were released on Sunday morning. “I am happy to announce the successful treatment and discharge of eleven (11) #COVID19 patients from the Isolation and Treatment Centre in Abuja. The total number of discharged in the FCT is now 89. “I urge everyone to follow the laid down guidelines in order to stay safe. “Additional 12 #COVID19 patients were also discharged from the Isolation and Treatment Centre in the FCT, bringing the total number of discharged patients to 101. “We are working to hard to ensure we flatten the curve.” The FCT now has a total of 397 confirmed cases of COVID-19. - Olofofo Reporters. Members of the main opposition party, People ’s Democratic Party (PDP ) in Anambra State have raised N 125 million for COVID- 19 intervention. The funds raised will be used to help the less privileged families and persons in Anambra while the COVID- 19 pandemic rages on . The initiative, led by Mr . Peter Obi, the immediate past governor of Anambra State and vice presidential candidate of the party in 2019 general elections , is a leading intervention and the first of its kind by any political party in Nigeria since the COVID - 19 pandemic began . Some major contributors to this fund include elected officials in the PDP from Anambra like Senator Stella Oduah , Lawmaker Douglas Egbuna , respected business leader, Mr . Valentine Ozigbo, and several others. The PDP leaders collectively pledged a total of N 125 million . According to a statement by the PDP leaders made available to journalists yesterday, the sum will be donated to up to 178 communities in Anambra State for onward distribution to less privileged families and vulnerable persons . In an unprecedented move, the PDP pledged to set up a COVID- 19 testing laboratory “within 21 days of adequate space being provided. ” The party called on the Anambra State Government or the Federal Government to provide a space in any of the teaching hospitals in the state or the Catholic hospitals donated to the government for the purpose of fighting the coronavirus pandemic . “Anambra State, owing to its economic and commercial importance to our nation , deserves to have a COVID- 19 testing lab in place . PDP Anambra state , is therefore committing to setting up a standard COVID- 19 testing lab within 21 days of adequate space being provided by either the Anambra State Government or in the alternative , the Federal Government ,” the statement read . “We are therefore requesting the Federal Government of Nigeria and the Anambra State Government to provide us a space either at Nnamdi Azikiwe University Teaching Hospital, Nnewi; the Chukwuemeka Odumegwu Ojukwu University Teaching Hospital, Awka ; or any of the hospitals in Anambra State, donated to the Federal Government by the Catholic Church; to set up a standard COVID- 19 testing lab for this purpose. ” The donation will go to 60 persons and families in each community as post-lockdown community support . Also , N 42 million will be used to provide food and other items directly to all wards in the southeastern state. From the fund, items and cash worth N 15 million will be donated to Nnamdi Azikiwe Teaching Hospital, Nnewi; Chukwuemeka Odumegwu Ojukwu Teaching Hospital, Awka ; General Hospital, Onitsha and other hospitals and health centres. In the statement , the PDP leaders and other donors gave a message of hope and empathy stating , “With the announced relaxation of the lockdown, PDP Family in Anambra State is not unaware of the challenges facing the less privileged ones among us . ” “While we know that the Federal government and the Anambra State government will be doing a lot to help the people restart life again, we in PDP Anambra deem it imperative as a party to , once again, support our people to get back on their feet , especially the most vulnerable ones among them who might have exhausted all they had while trying to survive during the lockdown, ” the statement read in part. The Lagos state government has announced the discharge of 67 more patients from four isolation centres after testing negative twice for coronavirus. The Lagos State Police Command has commenced an investigation into the murder of Muyiwa Opaleye, the son of a former military administrator of Ondo State, Brig. Gen . Ekundayo Opaleye. The state Police Public Relations Officer, Bala Elkana , said the killers of the victim would be brought to book. The 40 - year - old Muyiwa , who lived in Victoria Island , Lagos, was reported to have been trailed to a joint at Aguda , Surulere , where he was hanging out with some friends . The assailants, said to be about four in number, reportedly arrived in the area in a Sport Utility Vehicle , which they parked on an adjoining street. They were said to have trekked to the joint through a bush path . The men then went for the victim in the crowd , as they rained bullets on him. In the commotion that followed , the group of friends ran in different directions as the late Muyiwa was left in a pool of his blood . He was later rushed to a hospital where he was confirmed dead . The police spokesman , Bala, said the deceased was suspected to have had issues with some people . He also noted that the victim tried to escape , but was chased by the assailants and shot dead . Bala said, “ On Wednesday , around 1 pm, there was a distress call from Adekunle Kuye Street , Aguda that one Muyiwa Opaleye, who lives at V/I Lagos was trailed to Aguda and when he reached No. 29 Adekunle Kuye Street , Aguda , the victim rushed out of his car and ran through a footpath . “But his assailants chased him and gunned him down. He was rushed to a nearby hospital where he was confirmed dead . “It is suspected that he must have had issues with some people . The corpse has been removed to mortuary for autopsy. Governor Abdullahi Ganduje of Kano State says the state may record a surge in the number of coronavirus positive cases sequel to the establishment of additional testing centers in the state. Ganduje stated this at a news conference of the state Task Force on COVID- 19 , on Friday at the Government House, Kano . He said plans had been concluded to set up additional testing centres in the 36 far distant local government areas in the state. “ We must open more testing centres in the 36 distant local government areas . We will keep on planning ahead , we need to be proactive ahead of a possible increase in cases . “We will make sure that all the institutions are put in place so that when the time comes, we will not be taken unawares , ” he said, adding that more efforts would be galvanised to defeat the COVID- 19 pandemic. Ganduje further said his administration would encourage partnership with the Kano Against COVID- 19 , to enhance community enlightenment and other strategies in the fight against the pandemic. He urged health workers to pay attention to other health challenges facing the people , stressing that his administration had trained hundreds of health personnel to fight the pandemic and tackle other health challenges in the state. Also speaking , the chairman of the state’s Task Force on COVID- 19 , Alhaji Nasiru Gawuna, who is also the Deputy Governor of the state, reminded the people that testing positive for COVID - 19 was not a death sentence. On his part, the Coordinator of the Kano Response Team, Dr Tijani Hussaini , decried the non -compliance of some of the suspected COVID- 19 cases , who declined to divulge information on their status. Ambassador (Prof.) Ibrahim Agboola Gambari, a Nigerian scholar-diplomat, was the first Under-Secretary-General and Special Adviser to the Secretary-General on Africa (1999-2005). In that capacity, he worked closely with heads of government, key policymakers as well as institutions in the continent to develop the New Partnership for Africa’s Development (NEPAD). During this period, he was concurrently the Resident Special Representative of the Secretary-General and Head of the United Nations Mission to Angola (2002-2003). He has been a delegate to the Assembly of the African Union as a national delegate (1984-1985) and as a member of the UN Secretary-General’s delegation (2000-2012). Ambassador Ibrahim Gambari, is currently the Founder/Chairman of Savannah Center in Abuja, Nigeria, a think-tank for research, training and public policy debate on the nexus between diplomacy (conflict resolution), democracy and development in Africa. His last assignment at the United Nations was as the Joint Special Representative of the Secretary General and Chairperson of the African Union Commission/Head of the UN and AU Hybrid Mission in Darfur (UNAMID) from January 2010 to July 2012. During Ambassador Gambari’s tenure, UNAMID was the world’s largest international peacekeeping mission. Ambassador Gambari has held several leadership positions at the national, regional and international levels and has built extensive contacts with governments as well as public and private institutions, especially in Africa. He was the Chairman of the United Nations Special Committee Against Apartheid (1990-1994) during which he worked closely with African governments to coordinate UN policy to eradicate apartheid, thereby building trust and confidence with governments and policymakers in member countries of the Southern African Development Community (SADC). At the global level, Ambassador Gambari was Under-Secretary-General and Head of the United Nations Department of Political Affairs (2005-2007). In that period, he also operated as UN Secretary-General’s Special Envoy on Cyprus, Zimbabwe and Myanmar. On 22 May 2007, the Secretary-General entrusted him with the Good Offices Mandate on Myanmar. He was also appointed in 2007 by the Secretary-General as Under-Secretary-General and Special Adviser on Iraq Compact and Other Issues, positions he held until 2009. Before joining the United Nations, he served his country as Ambassador and Permanent Representative of Nigeria to the United Nations (1990-1999). He was also Minister of Foreign Affairs of Nigeria (1984-1985) and worked closely with regional leaders, institutions and governments, particularly within the Economic Community of West African States (ECOWAS) on the economic and political development of the sub-region. Prior to this, he was the Director-General of the Nigerian Institute of International Affairs. As a scholar, Ambassador Gambari is the author of several books and scholarly articles. He began his teaching career as a Lecturer at the Queen’s College, City University of New York (1969-1974), followed by an Assistant Professorship at the State University of New York (1974-1977). Upon returning to Nigeria, he was appointed Senior Lecturer at the Ahmadu Bello University, Zaria, (1977-1980), and rose to become an Associate Professor (Reader), (1980-1983) and subsequently full Professor at the same University (1983 – present – currently on leave of absence). Ambassador Gambari was a visiting Professor at the School of Advanced International Studies (SAIS) of the Johns Hopkins University, Georgetown University and Howard University in Washington, D.C. from 1986 to 1989. Ambassador Gambari was also a Research Fellow at the Brookings Institution, Washington, D.C., as well as a Resident Scholar with the Rockefeller Foundation Centre in Bellagio, Italy. A recipient of the third highest national honour, Commander of the Federal Republic of Nigeria (CFR), Ambassador Gambari has also been awarded a Doctor of Humane Letters (honoris causa) form the University of Bridgeport, Connecticut (2002) and Farleigh Dickinson University, New Jersey (2006). Others include: Honorary Doctorate of Public Service, Chatham University (May 2008) and Honorary Doctor of Letters (D.Litt), University of Ibadan, Nigeria (November 2011). He has also received the Special Recognition for International Development and Diplomacy Award conferred by the Africa-America Institute (September 2007), the Distinguished (Foreign) Service Award by the Federal Government of Nigeria (April 2008), the International House Harry Edmonds Award for Lifetime Achievement, New York (May 2009) and the Campaign Against Genocide Medal by the Republic of Rwanda (July 2010). Ambassador Gambari received South Africa’s highest national honour conferred on non-citizens, the Order of the Companions of O. R. Tambo, which was conferred to him personally by President Jacob Zuma on 26 October 2012. Professor Gambari was elected to the Johns Hopkins University Society of Scholars in 2002 and has since 2005 served as a member of the International Advisory Board of the Institute of Peace, Leadership and Governance at Africa University, Zimbabwe. A Nigerian doctor exposed to a coronavirus patient at his private clinic has died from the virus. Emeka Chugbo was taken to Lagos University Teaching Hospital on Monday with "severe symptoms" and died on Wednesday, according to the hospital. The 60-year-old doctor also had a history of asthma, his friend Lawal Oyeneyin told local media. The patient at Dr Chugbo's clinic who had Covid-19, the respiratory disease caused by the virus, died last week. On Saturday a medic in northern Nigeria, Aliyu Yakubu, became the first doctor to die of coronavirus in the country. The Nigerian Medical Association, the umbrella body of doctors in the country, says the slow testing process and a lack of adequate protective gear and testing kits are putting medical staff at risk. President of the association Dr Francis Faduyile told the BBC and Olofofopedia that it was also important for all patients arriving in hospitals to be tested to determine their coronavirus status before any treatment. He said this would reduce the risks of medical staff being exposed to the virus. Friends and family have been paying tribute to Dr Chigbo. He "exhibited exemplary brilliance and showed empathy for his patients", former colleague Dr Oyeneyin told reporters. Subject: Government Topic: Rule Of Law Author: Moh'd O Taoheed. Rule of Law>> is the supremacy of the law of the state above the rulers and the ruled. That is to say, the law (constitution) of the state is above everybody in the state irrespective of his/her status simply because 'law is no respecter of anybody'. Rule of Law strictly emphasis that those who are in power should rule the citizens fairly and justly and the citizens should be obedient to the laws of the state. It also states that the Government should judiciously use and manage the resources of the state efficiently and effectively. This theory, Rule of Law, was propounded by Professor Albert V. Dicey, a Professor Of English Law, in his book, "Introduction To The Laws Of The Constitution" in the 18's Principles Of Rule Of Law Dicey as the propounder of the theory also laid down three principles and these are: A) Supremacy of the Law: This emphasis that the Constitution of the state is supreme above everybody in the state. No one is above the law. B) Equality of the Law: This means that all the citizens or aliens are equal before the law and should be given fair hearing in the court of law. C) Civil Liberty: This is that the fundamental human rights as stipulated in the Constitution of every state of the World must be guaranteed to the citizens by the Government. Note: There are other principles but the above mentioned are those given by Dicey. Others were added to it by different erudite scholars. The Comptroller - General of the Nigeria Immigration Service , Muhammed Babandede , has recovered from coronavirus after testing negative twice to the disease . He made this known via his Twitter handle on Tuesday. Babandede had told The PUNCH that he tested positive for COVID- 19 upon his return from the UK on March 22 . In a series of tweets , Babandede described his recovery as a victory from God. He said, “I just received my second negative report on COVID - 19 , I will like to thank all of you for your supplications. This victory is from God, we thank Him for giving me the opportunity to have an experience which is more than my education and public service . “I am sincerely worried about how Nigerians suddenly remember that they are big men when they arrived in Nigeria after passing through airport clearance in other parts of the world ! I always lined up when I return. We will enforce the law . ” The immigration boss is one of the Nigerian VIPs that have contracted the virus.
