• To enforce no work no pay rule From Juliana Taiwo-Obalonye, Abuja The Federal Government has begun moves to stop doctors in public service from private practice. The moves came on the heels of incessant strikes by the National Association of Resident Doctors (NARD). The federal government has also given approval to its agencies to start enforcing the ‘no work, no pay’ rule against civil servants that abandon work to embark on strike. Minister of Health, Isaac Adewole, who briefed State House Correspondents alongside his Labour and Productivity counterpart, Chris Ngige, said these were the decisions of the Federal Executive Council (FEC), presided over by President Muhammadu Buhari. He said there was need for comprehensive job evaluation, hence, the committee set up will determine what exactly an individual should be paid in a way that salaries would be paid appropriately, across board, in the entire country. He said the committee will look extensively into the issue to enable government resolve what the law of the states, and what the professional law states and make a proper recommendation to government. The minister had last month directed chief medical directors and medical directors of federal hospitals to immediately engage the services of locum doctors to augment the services of consultants, National Youth Service Corps doctors and medical doctors on internship pending the resolution of the strike by the National Association of Resident Doctors. Resident doctors, the first line of medical professionals who attend to patients in teaching and some general hospitals, downed tools recently, nationwide, to protest salary shortfalls and cuts. Adewole said these approvals were made based on the recommendations of a technical committee report that sought to review the country’s industrial relations, particularly in the public sector. Adewole said: “For us in the health sector, the most important thing is the need to do comprehensive job evaluation. So, government has decided to set up a committee that would evaluate what exactly we do as individuals, how much should we be paid in a way that we can really pay appropriately across board through the entire country. “Council also looked at the issue of residency training programme and decided that the training should last for a fixed time of seven years, after which individuals should exit from the programme, so that other people can come into the programme. “Council has also decided to look into the issue of private practice by medical doctors in the public sector, and a committee has been set up to look extensively into that issue, because we want to resolve the issue of what the law of the land states and what the rule of professional ethics says. “The law of the land does not allow any public officer to do anything other than farming; so that committee would make appropriate recommendation to government on this important issues which are of considerable interest to quite a number of Nigerians.” http://sunnewsonline.com/strike-fg-moves-against-doctors-to-ban-private-practice |

As 70% chapters endorse indefinite strike By Gabriel Dike and Magnus Eze, Abuja The Academic Staff Union of Polytechnics (ASUP) has given the Federal Government 21 days to implement its demands. The ultimatum took effect from Monday, October 9, 2017. ASUP rose from its 89th National Executive Council (NEC) meeting and issued the ultimatum to government. In the October 9 letter to the Minister of Labour and Employment, Senator Chris Ngige, the union accused government of negligence, after promising at a meeting on August 22, 2017, to address their demands within one month. ASUP’s major demands are that National Economic Empowerment and Development Strategy (NEEDS) assessment for federal and state polytechnics estimated at N652.5 billion, Consolidated Tertiary Institution Salary Scale (CONTISS 15) amounting to N20 billion, short fall in salaries as at December 2016, estimated at N2.6 billion and earned academic allowance of N3.2 billion are still outstanding. The union also frowned at the federal government’s continued silence over the closure of Federal Polytechnic, Bauchi and Kaduna Polytechnic, for about four months, without any move to resolve contentious issues in the institutions. ASUP’s National President, Usman Dutse, told Daily Sun that the decision to issue a 21-day ultimatumwere taken at the just concluded National Executive Council (NEC) meeting at Abia State Polytechnic. He disclosed that government has not released funds to any polytechnic on NEEDS and payment arrears of CONTISS 15 and that about 70 per cent of ASUP chapters, during the referendum, voted for indefinite strike, but NEC decided on the 21-day ultimatum because of a letter from the government stating its efforts to address some of the demands. “Results of the referendum presented at NEC by the chapters’ chairmen indicated that majority voted for indefinite strike. We decided to give government another opportunity, based on a letter from the ministry’s intervention committee,” he said. The grievanes of ASUP include sustained poor funding of public polytechnics as reflected in the unimplemented capital grants, withdrawals of allowances since 2016, shortfalls in personnel allocations as well as non funding of promotion exercises. Others are non-removal of dichotomy against HND holders, victimisation of union officials, non-release of check-off dues, interference in union activities, non release of CONTISS 15 migration arrears, non release of visitation panel reports, delay in a review of the Federal Polytechnics Act, non-commencement of renegotiation of ASUP/FG agreement of 2010, and tardiness in appointment of rectors of federal polytechnics. “For the federal government to allow the internal crisis at Federal Polytechnic, Bauchi and Kaduna Polytechnic to linger for over three months is an indication of its contempt for polytechnic and technical education. NEC is worried about the situation and wants the issues resolved to allow for the reopening of the institutions,’’ Dutse noted. He explained that NEC also condemned the backlog of salaries owed its members in state polytechnics and asked what the state governors did with the two batches of Paris Club debt refund money from the federal government. “Our members in Oyo, Osun, Benue, Kogi, Abia, Edo and Bayelsa states are owed salaries between four and nine months…It is a reflection our commitment to polytechnic and technical education in the country.’’ Dutse further revealed that NEC frowned at the manner in which the Ogun state government is handling the situation at Moshood Abiola Polytechic (MAPOLY) and vowed that ASUP would resist the conversion of the institution to a university. The ASUP boss said the governor should have established a new university rather than convert an existing polytechnic with over 16,000 students and about 1,500 staff and noted that “the purported establishment of new polytechnic at Ipokia was politically motivated. Muslim Rights Concern (MURIC) has listed its demands to the All Progressives Congress (APC) restructuring committee. MURIC 6-point demand is contained in a statement on Monday by Professor Ishaq Akintola, its president. It reads: “One: Nigerians enjoy a total of eight ( public holidays in a year. These are Christmas Day, Boxing Day, New Year Day, Good Friday, Easter Monday, Id al-Kabir, Id al-Fitr and Maulud an-Nabiyy. Five (5) of the eight holidays belong to Christians (Christmas Day, Boxing Day, 1st January, i.e, New Year Day, Good Friday and Easter Monday). Only three (3) holidays belong to Muslims, viz, Id al-Kabir, Id al-Fitr and Maulud an-Nabiyy. ”Restructuring should give Muslims 1st Muharram. This will bring the total number of Muslim holidays to four while Christian holidays remain five. ”Two: Christian marriages contracted inside churches or registries are held sacrosanct everywhere in Nigeria whereas Muslim marriages (nikah) are not recognized for any official purpose. Muslim couples find themselves in a cul de sac each time they presented their Islamic marriage certificates for official purposes. It is paradoxical that in a democracy, one marriage conducted by a religious group is acceptable while the other is not. What kind of constitution is Nigeria using? ”Islamic marriages should be recognized in all official circles where Christian marriages are recognized. The Nigerian Marriage Act (1990) should therefore be revisited. ”Three: Nigeria has a two-day weekend, viz, Saturday and Sunday. Saturday was a half day during the colonial era and Sunday was the only full day at the weekend. However, Saturday was made a full day to favour the Seventh Day Adventists, a Christian denomination during the regime of General Yakubu Gowon, a Christian military ruler. It is very clear, therefore, that the two weekend days recognized in Nigeria belong to Christians while Muslims have none since Friday, the Muslim day of worship, remains a working day. ”It is pertinent to note that Friday was a work-free day until the British brought Christianity and stopped Muslims from enjoying their Allah-given fundamental human right. The relief we are seeking through restructuring is that Friday should be declared free to assume parity with the Christians’ Sunday. While we are not seeking anarchy, we are confident that the Federal Government (FG) has all the paraphernalia of administration to work out the modalities. ”Four: Immigration officials engage in regular stereotyping of Muslims who apply for international passports. They intimidate Muslims particularly at the point of taking pictures. Muslim males are ordered to remove their caps; Imams are coerced into removing their turbans; bearded Muslims are compelled to shave or trim their beards; hijab-wearing Muslim women are made to remove their hijabs or ordered to draw their hijab backwards to reveal their ears. The same scenario plays itself out in driving licence, national identity card offices and during registration for elections. ”In the process, thousands of Muslims have been denied international passports, driving licences and national identity cards while millions have been disenfranchised during elections. The authorities must find a way of stopping the persecution and profiling of Muslims. ”Five: Uniformed groups in Nigeria, including the army, police, uniformed voluntary groups, nurses, the National Youth Service Corps (NYSC), students of primary and secondary schools, etc, use uniforms designed by the Christian colonialists. These uniforms should have been reviewed after independence because they only suit the Christians. Some of them constitute breaches to Islamic dress code and offend the sensibility of Muslims who are compelled to wear the uniforms regardless of their inner feeling of resentment. ”In view of the fact that Western countries like Britain, Canada and the United States have designed uniforms with hijab for their female Muslim police, soldiers, student |
