I am afraid you are mistaken.... God already condemned unbelievers to Death(perish in the grave kind) since the time of Adam. Adam did not eat from the Tree of Life so there was no life after Death for Him and all those who are condemned in similar fashion.

The goats are not unbelievers instead they are those who are a part of His flock- they are of the Kingdom of God - but refuse to obey His commandments.

I keep bringing up Adam and God's judgement/Sentence placed on Mankind from His time, because it is essential to understand what Salvation really means to those who believe and to those who choose to continue in their unbelief. Again, in John 3 vs 16-21, John tells you that those who believe are no longer condemned to die since they pass from Death to Life(eternal life aka grace). But those who do not believe remain dead and when they breathe their last on this earth, they cease to exist in their graves like their ancestor Adam did.

Atheists do not believe and so have no part in Kingdom of God since they remain condemned to die as Adam was before them. The end of the atheist is the grave. There is no resurrection for the atheists since only those who belong to Jesus Christ will be resurrected.

As for old things passing away, before that God's Judgement and His Word will never pass away, so don't simply dismiss God's judgement and or Laws - they are everlasting, never to pass away.
