Only way out of this mess is local production and our bereft governments from time immemorial have done too little to stimulate the economy towards this.

Aside companies, Government maintain fleets and other wealth individuals, who are the people buying new tyres?.

This is a country that had Michelin producing tyres in Port Harcourt. They left for this same incompetence in the management of the economy.

inserting a smaller tire into a bigger ones does not affect the integrity, it saves cost. Those tires are made of thread. However turning cargo(plier) tires, raw flats tires into figure 8 and heaping others on it may affect the integrity. The son(standard organisation of Nigerian) is confiscating those tires because that man doesn't have there approval and hands has not been greased. Used tires(contraband) are what is usually smuggled into the country.
